Prime Minister-led 'Hydrogen Economy Committee' Designated Nationwide First on the 1st
Priority Support for Investment Projects, R&D, Tax Benefits, and Technology Development

Gangwon Special Self-Governing Province (Governor Kim Jin-tae) announced on the 1st that it has succeeded in attracting the nation’s first hydrogen specialized complex at the ‘Hydrogen Economy Committee’ chaired by the Prime Minister. A hydrogen specialized complex refers to a designated area for the concentration of hydrogen businesses and support facilities, as well as for supporting the hydrogen industry.
The specialized complex attracted this time is the first hydrogen specialized complex designated in Korea under the legal system established by the ‘Hydrogen Act,’ enacted in February 2020 and enforced from February 2021.
With the designation of the specialized complex, customized growth and investment project support, R&D, taxation, and technology development will be given priority support, and government subsidies for corporate settlement and attraction will be actively provided.
Gangwon Province was able to apply for and successfully attract the ‘Hydrogen Storage and Transportation Cluster’ site, which passed the preliminary feasibility study by the Ministry of Economy and Finance and was verified for feasibility, as a hydrogen specialized complex. The Gangwon ‘Hydrogen Storage and Transportation Cluster’ is a project investing a total of 317.7 billion KRW in Donghae City and Samcheok City, Gangwon Province.
In addition, support from the local district lawmakers and cooperation among Gangwon Province, Donghae City, Samcheok City, and Gangwon Technopark?from establishing the development plan to planning detailed implementation tasks?enabled the successful attraction.
The Gangwon hydrogen specialized complex is a liquefied hydrogen storage and transportation specialized complex in Donghae and Samcheok, with a total area of 350,041㎡, consisting of the Donghae specialized district and the Samcheok specialized district.
The Donghae specialized district is located in the Bukpyeong 2nd General Industrial Complex in Donghae (around San 48-12, Chuam-dong), covering an area of 332,452㎡. Resident companies can test and evaluate hydrogen-related materials, parts, and equipment using industrial promotion and technology verification facility equipment.
The Samcheok specialized district is located in the Hosan General Industrial Complex in Samcheok (around Hosan-ri, Wondeok-eup), covering an area of 17,589㎡. It plans to support the establishment of hydrogen supply facilities and the development of hydrogen liquefaction technology to stably supply liquefied hydrogen throughout the region.
Going forward, Gangwon Province plans to accelerate corporate attraction by holding briefing sessions on business introduction, site accessibility, investment subsidies, and commercialization support benefits for companies wishing to settle in the hydrogen specialized complex.
Resident companies will receive priority support for benefits such as specialized complex development projects, R&D, prototype distribution, and workforce training, and additional government subsidies for attracting hydrogen companies will be continuously secured.
Governor Kim Jin-tae stated, “Following the hydrogen core triple set (pilot city, regulatory free zone, cluster), we have succeeded in attracting the hydrogen specialized complex, laying the foundation to become a leading center of the hydrogen industry.” He added, “Through continuous cooperation with Alberta Province in Canada, which I visited last October, we will prioritize support such as safety testing for overseas market products of resident companies in the specialized complex, enabling them to smoothly penetrate overseas hydrogen markets and make Gangwon a global hydrogen industry mecca.”
