Ulju-gun Selected as an Excellent Institution for CPTED at the 9th Korea Crime Prevention Awards

Achievements in CPTED Field... Awarded the Commissioner of Police Award

Ulju-gun, Ulsan City, was selected as an excellent institution in the CPTED (Crime Prevention Through Environmental Design) category at the ‘9th Korea Crime Prevention Awards 2024’ and received the Commissioner of the National Police Agency Award.


The Korea Crime Prevention Awards, jointly hosted by the National Police Agency and JoongAng Ilbo, are given to local governments, private organizations, and companies nationwide that have made efforts to prevent crime in their communities.


This year’s competition was held in three categories: community policing, protection of socially vulnerable groups, and CPTED. About 280 basic local governments nationwide participated, and 29 places, including Ulju-gun, were finally selected.


Ulju-gun formed a working council with local residents, Ulju Police Station, and the Korea Institute of Design Promotion, involving experts from various fields to promote the project in a systematic and innovative way, receiving favorable reviews.


Based on actual crime data from the project sites, objective crime environment analyses were conducted, and solutions were provided by applying environmental design tailored to local characteristics to address identified issues.


Previously, Ulju-gun began with the enactment of related ordinances in 2017 and established a five-year crime prevention urban design plan in 2021, on which the crime prevention urban design project is currently based.


From 2017 to 2019, the first and second pilot projects were conducted targeting Deoksin-ri, Onsan-eup, improving aging facilities and living environments.


In 2018, the ‘Guardian Castle Protecting Eonyang’ project was carried out targeting Eonyang-eupseong, developing its own CPTED brand and installing safety facilities and road accessory facilities with a unified design. Additionally, a Guardian Castle Keeper voluntary patrol program involving residents was operated to encourage active community participation.


In 2022, a crime prevention urban design project was implemented in Dongbu-ri, Eonyang-eup. By improving the environment and lighting imbalance centered around the gateball court, which had a high number of crime reports, the crime rate was significantly reduced by more than 50%.


From last year until September this year, the crime prevention urban design project was carried out in Daean-ri, Onyang-eup, contributing to the practical enhancement of community safety through improvements such as the Donghae Line underpass environment and the creation of safe school routes.


This year, the project is being conducted targeting Jinhari and Seosaeng-ri in Seosaeng-myeon, planning to create a safer living environment through crime prevention environmental design tailored to the characteristics of the villages.


County Governor Lee Soon-geol said, “We will continue to prioritize residents’ safety by eliminating risk factors and applying environmental design to enhance residents’ sense of security,” adding, “We will make continuous efforts to prevent crime so that Ulju-gun residents can live with peace of mind.”
