Special 3-Day Leave for Employees with Less Than 5 Years... New Caregiving Leave Established
Additional 5 Days of Long-Term Service Leave for Employees with Over 10 Years of Service
Yongin City in Gyeonggi Province is expanding special leave, including the 'Newcomer Leap Leave,' to boost the morale of public officials. Yongin City revised the 'Yongin City Local Public Officials Service Ordinance' in this direction and promulgated it on the 30th.
The revised ordinance grants 3 days of 'Newcomer Leap Leave' to public officials with a service period of 1 year or more but less than 5 years, and adds 5 days of long-term service leave for those who have served for 10 years or more.
A 3-day nursing care leave was newly established to allow public officials to care for family members without worrying about work when they receive hospital treatment or are hospitalized. In addition, 3 days of condolence leave can be used when the public official’s own or spouse’s siblings, as well as the siblings’ spouses, pass away.
The city expects that this ordinance revision will help affiliated public officials maintain a work-life balance and prevent the attrition of low-tenure MZ generation public officials.
Earlier, Mayor Lee Sang-il of Yongin sent a letter to Minister Lee Sang-min of the Ministry of the Interior and Safety requesting effective follow-up measures for the 'Measures to Create Conditions for Concentrated Work of Public Officials,' which have been implemented since the second half of the year, including the expansion of childcare time usage. Mayor Lee suggested, "Since the expansion of childcare time has increased the workload burden on fellow employees due to work gaps, appropriate compensation measures are necessary."
Mayor Lee pointed out that as the government expanded the criteria for childcare time usage from children under 5 years old to those under 8 years old, urgent measures are needed to address work gaps in civil service offices directly dealing with citizens in eup, myeon, and dong districts. In the letter, Mayor Lee also added that to boost the morale of the MZ generation, the period for promotion from grade 9 to grade 8 based on length of service should be shortened from the current 5 years and 6 months or more to 2 years and 6 months or more.
Meanwhile, according to the Government Employees Pension Service, the number of early retirees among public officials with less than 5 years of service reached 28,934 from 2018 to 2022. The pension service analyzed that the increase in early attrition was influenced by low compensation, work-life imbalance, poor working conditions, and hierarchical organizational culture.
