Amendment to the Enforcement Rules of the Special Act on Public Housing

From now on, households with newborns under the age of 2 will become the highest priority recipients for public rental housing. The priority supply target range has been expanded from newlyweds, youth, and people with disabilities to include households with newborns. In addition, the maximum residence period for general households living in Happy Housing will increase from 6 years to 10 years, and for households with newborns, it will increase from 10 years to 14 years.
The Ministry of Land, Infrastructure and Transport announced on the 27th that it will legislate amendments to the "Enforcement Rules of the Public Housing Special Act" and the subordinate law "Standards for Permanent, National, Happy, and Integrated Public Rental Deposit and Standard Rent, etc." starting from the 28th to strengthen housing stability for households with newborns, newlyweds, youth, and others.
The amendment includes provisions to prioritize public rental housing for households that have given birth to newborns under the age of 2. Public rental housing will prioritize 60% of the supply volume. Previously, rental housing was prioritized as 9% for multi-child families, 5% for people with disabilities, 5% for youth, 8% for newlyweds, and 33% for others. Going forward, the priority supply proportions will change to 4% for multi-child families, 5% for people with disabilities, 5% for youth, 3% for newlyweds, 10% for households with newborns, and 33% for others. This follows the announcement made at the "2nd Population Emergency Measures Meeting" held on July 29.
The maximum residence period for Happy Housing will also be extended by 4 years. Previously, residents could live in Happy Housing for up to 6 years, or 10 years if they had children; going forward, they can live for 10 years, or 14 years if they have children. This measure follows the plan announced on March 28 as part of the "1st Temporary Regulatory Relief Plan to Revitalize the Livelihood Economy."
The area standards based on the number of household members for public rental housing will also be abolished. The abolition of area standards was also based on the announcement from the "2nd Population Emergency Measures Meeting." This allows families that have increased their household size by having children to move into larger rental housing.
