Investment Plan Evaluation 'Excellent'... Secured 40 Billion Won
Held Progress Review Meeting... Full Effort to Improve Execution Rate
Gokseong-gun, Jeollanam-do recently held a meeting on the progress of fund projects for 2022-2024 at the annex conference room of the county office on the 22nd, attended by 10 people including officials from the Jeonnam Population Policy Division and heads of departments related to the local extinction response fund.
So far, Gokseong-gun has achieved excellent results in the fund investment plan evaluation, securing a total of 40 billion KRW in funds. This includes 16.8 billion KRW from basic funds and 1.2 billion KRW from metropolitan funds in 2022 and 2023 with a B grade, and this year, with an A grade, 11.2 billion KRW from basic funds and 10.8 billion KRW from metropolitan funds.

The county is currently implementing 13 projects and ranks second in securing the largest amount of funds among the 16 local governments in Jeonnam designated as population decline areas.
As of the inspection date on the 17th, the execution rates are 89.2% for 2022, 14.4% for 2023, and 19.3% for 2024. The expected execution rates by the end of this year are projected to be 99.6% for 2022, 22.4% for 2023, and 49.2% for 2024.
Regarding last year’s execution rate, a county official explained, "Among the 2023 fund projects, the 'Utopia Pilot Village' and 'Seomjingang River Tourism Belt Development' were delayed due to preliminary administrative procedures linked to central government public contests. We judged that short-term execution would be difficult, so we plan to increase the execution rate by adjusting other fund projects."
The fund projects being promoted annually are either under construction or have completed all preliminary administrative procedures, with project commencement expected by the end of the year. The county anticipates that the execution rate will exceed 80% through advance and completion payments in the first half of next year.
Meanwhile, the Gokseong-gun local extinction response fund aims to revitalize the influx of living population and establish a foundation for youth independence. Major projects include the 'Gokseong-type Youth Housing Town' (9.8 billion KRW), 'Smart Young Farmer Campus Development' (6.6 billion KRW), and 'Gokseong-type Utopia Pilot Village' (1 billion KRW) to support youth independence.
Additionally, to attract a living population through stay-type tourism in Gokseong, which boasts pristine natural environments, projects such as 'Gokseong, Dorawoji Village Development' (7 billion KRW) and 'Seomjingang River Integrated Tourism Belt Core Linkage Hub Development' (1.5 billion KRW) are underway. To overcome the crisis of school closures through public-private-academic educational cooperation systems, projects like 'Gokseong Confucian Village - Dodamdodam Osan' (2 billion KRW), 'Gokseong Confucian Village - Samgil Rustic Town' (7.1 billion KRW), and 'Gokseong Confucian Village - Neonadeuli Seokgok' (5 billion KRW) are also in progress.
Kim Gyu-jong, head of the Population Policy Team at Jeonnam Province, evaluated, "Gokseong-gun’s fund projects are progressing faster compared to other cities and counties, which was surprising. The efforts to improve execution rates through internal adjustments in underperforming projects are excellent examples rarely seen in other local governments."
Seo Hyung-gyu, Director of Planning at Gokseong-gun, emphasized, "Since execution rates greatly affect investment plan evaluations, we continuously manage execution rates through frequent meetings between fund departments. All departments are dedicated to project implementation, and we expect to achieve visible results next year. We will do our utmost to showcase excellent cases of local extinction response."
