Assemblywoman Lee Hyun-sook Urges Establishment of Welfare Foundation... Seocho District Council Concludes 336th Extraordinary Session

Approval of Administrative Audit Plan and Adoption of 20 Agenda Items Including 2 Councilor-Proposed Ordinances

The Seocho District Council (Chairperson Go Seon-jae) concluded the schedule of the 336th extraordinary session with the 2nd plenary session on the 16th.


During this meeting, the council approved the 2024 administrative audit plan and resolved a total of 20 agenda items, including two ordinances proposed by council members.


In his opening remarks, Chairperson Go Seon-jae stated, "In this 336th extraordinary session, various agenda items that will provide practical help to residents' lives and the economy, such as support for school sports facility usage fees and the revision of exemption regulations for national veterans and multi-child families, are scheduled to be discussed. We will thoroughly review these to ensure they lead to substantial policies for the happiness of our residents."


There were a total of three 5-minute free speeches during this extraordinary session. At the 1st plenary session held on the 11th, Councilor Ha Seo-young emphasized the importance of personal information protection in the AI era and urged proactive expansion of continuous interest, investment, and support for personal information protection in future AI administrative services.


At the 2nd plenary session held on the 16th, Councilors Kim Seong-ju and Lee Hyun-sook delivered 5-minute free speeches. Councilor Kim Seong-ju spoke about the recent implementation of ‘Yubotonghap’?the integration of childcare and education?as a measure to address low birth rates. He pointed out that the local government budget operation standards for the Yubotonghap budget have not yet been finalized and urged proactive review of legislation and finances. Councilor Lee Hyun-sook called for the establishment of a welfare foundation that can promptly and systematically resolve local welfare issues, emphasizing that through systematic welfare services, Seocho-gu can become a ‘Welfare Blind Spot Zero Seocho-gu.’

Additionally, during the extraordinary session, the council resolved a total of nine ordinances, including two proposed by council members.


The approved agenda items are as follows: ▲Partial amendment to the Basic Ordinance of the Seocho District Council, Seoul Metropolitan City (Councilor Kang Yeo-jeong) ▲Ordinance on Support for School Sports Facility Usage Fees in Seocho-gu, Seoul Metropolitan City (Councilor Kim Ji-hoon) ▲Partial amendment to the Ordinance on the Establishment and Operation of Seocho Cultural and Arts Center, Seoul Metropolitan City ▲Partial amendment to the Ordinance on Prevention and Support of Solitary Deaths in Seocho-gu, Seoul Metropolitan City ▲Partial amendment to the Ordinance on the Establishment and Operation of Senior Cultural and Leisure Complex Facilities in Seocho-gu, Seoul Metropolitan City ▲Partial amendment to the Ordinance on Management of Public Property and Goods in Seocho-gu, Seoul Metropolitan City ▲Partial amendment to the Ordinance on Health Center Fees in Seocho-gu, Seoul Metropolitan City ▲Partial amendment to the Ordinance on Prevention of Secondhand Smoke Damage in Seocho-gu, Seoul Metropolitan City ▲Comprehensive amendment ordinance for the revision of exemption regulations for national veterans and multi-child families in Seocho-gu, Seoul Metropolitan City.


Next, the eight consent proposals related to private consignment are as follows: ▲Consent for private consignment of management and operation of the Seocho-gu Senior Nursing Center ▲Consent for private consignment of management and operation of Bonmaeul Daycare Center ▲Consent for private consignment of management and operation of U-myeon Daycare Center ▲Consent for private consignment of management and operation of the (tentative name) Maple Jai-1 Daycare Center ▲Consent for private consignment of management and operation of the (tentative name) Maple Jai-2 Daycare Center ▲Consent for private consignment of management and operation of Banpo Serae Daycare Center ▲Consent for private consignment of management and operation of Shinbanpo Daycare Center ▲Consent for private consignment of management and operation of Acrobyeol Daycare Center.


Finally, there were two opinion hearings: ▲Opinion hearing of the district council on the urban management plan [Use District (Apartment District)/Seocho-ro District Unit Planning Area and District Unit Plan Change, Special Planning District ① (Jinhung Apartment Site) Detailed Development Plan] and designation and maintenance plan decision (change) for the Seocho Jinhung Apartment reconstruction project maintenance district ▲Report on receipt of proposal and opinion hearing on the Naebang Station station area revitalization project (urban maintenance-type redevelopment) maintenance plan initiation proposal.


The council plans to hold the 337th 2nd regular session from November 15 to approve the 2024 administrative audit and the 2025 revenue and expenditure budget.
