50 Citizens Selected to Evaluate and Improve Pledge Implementation Process
Starting from the 11th, Busan City will officially launch the 2nd Citizen Jury, allowing citizens, as policy stakeholders, to directly participate in reviewing the implementation status and adjustment plans of the 8th popularly elected mayoral term's pledges.
The Citizen Jury has the advantage of reflecting the voices from the field as felt by policy stakeholders, as well as changes such as government policies and securing national funds, in municipal administration. For this reason, the city operated the Citizen Jury for the first time during the 8th term last year.
On the 11th at 2 p.m., the city will hold the first meeting in the small conference room on the 12th floor of City Hall, where Mayor Park Hyungjoon will present appointment certificates to the jury members and directly listen to citizens' opinions on the pledges.
The city completed the formation of the Citizen Jury in September, and by November, a total of three meetings will be held to evaluate the pledge projects and derive improvement measures.
To ensure transparency and fairness in the implementation of pledges, the Citizen Jury was randomly selected through an automated response system (ARS) and telephone interviews, and consists of 50 citizens aged 18 or older, considering gender, age, and region.
▲ The '1st meeting (10.11.)' will include the appointment of jury members, education on pledges (manifestos) and the citizen jury system, group formation, and selection of agenda items for adjustment. ▲ The '2nd meeting (10.25.)' will provide a comprehensive explanation of the pledges and a Q&A session. ▲ The '3rd meeting (11.8.)' will be the final discussion on the results of the review.
The city plans to actively reflect the approval of changes and recommendations regarding pledge adjustments based on the results of the Citizen Jury's operation in municipal administration, and will disclose them on the city's website to strengthen communication with citizens.
The city's pledge implementation plans and management measures can be found on the city website, and the status of pledge implementation is disclosed semiannually through the website.
The 8th popularly elected mayoral term's pledges consist of six major urban goals and 108 detailed projects, including the early construction of Gadeokdo New Airport, nurturing talent through industry-academia cooperation, and the 15-Minute City policy. In May, the city received the highest grade (SA) nationwide in the '2024 Pledge Implementation and Information Disclosure Evaluation' hosted by the Korea Manifesto Implementation Headquarters.
Mayor Park Hyungjoon is expected to state, "The most important thing is to create policies that citizens can truly feel. To realize citizen happiness and innovation, we will seek and reflect the opinions of jury members throughout the pledge implementation process," and "I hope you will actively engage in discussions to help Busan make another leap forward."
