High Possibility of Trust-Based Project for Complex 13

Mokdong Complex 13 will be reconstructed with a maximum height of 49 floors. Following Complex 8, Complex 13 is also moving forward with the establishment of a reconstruction maintenance plan, which is expected to accelerate the reconstruction projects for the back complexes of Mokdong (Complexes 8 to 14).

Yangcheon-gu will conduct a public inspection and announcement of the ‘Mokdong Complex 13 Reconstruction Maintenance Plan Establishment and Maintenance Zone Designation (Draft)’ from the 10th of this month until the 11th of next month.


Mokdong Complex 13 to be Reconstructed with 49 Floors and 3,751 Households

According to the maintenance plan currently under public inspection, Complex 13 will be reconstructed with a maximum of 49 floors and 3,751 households. The number of sale housing units is planned to be 3,201, and rental housing units 550. By exclusive area, there will be 227 units under 60㎡, 1,777 units between 60 and 85㎡, and 1,197 units over 85㎡. Although the maximum number of floors is planned to be 49, considering the skyline, the areas along Mokdongdong-ro and Mokdong-ro 3-gil are arranged with mid-to-low-rise buildings.


The complex will have two public pedestrian pathways connecting north-south and east-west. A small park, kindergarten, and social welfare facilities will also be established. The social welfare facilities will be built on the scale of 5,010㎡ in total floor area, from basement level 1 to ground level 3, to enhance convenience for local residents and expand infrastructure.


Yangcheon-gu will hold a residents' briefing session on the 18th. Afterwards, it is expected to go through the district council opinion hearing next month and the Seoul Metropolitan Government Urban Planning Committee review in December.

The reconstruction project is likely to be promoted through a trust method.


A representative of the Mokdong Complex 13 Promotion Preparation Committee said, "In the residents' vote last September, the majority chose the trust method. It seems that the project will proceed with the trust method," adding, "After the Seoul City Urban Planning Committee review, if the announcement is made around January next year, a contract with the trust company must be signed afterward, and the condition of exceeding 75% resident consent must be met to obtain the developer status."


Complex 13 was completed in 1987 and consists of a total of 33 buildings with 2,280 households. It passed the safety inspection in February last year. It is located in the vicinity of Yangcheon-gu Office Station on Line 2 and is close to the academy district behind Mokdong. As the maintenance project gains momentum, transactions have also been actively made. A 70㎡ unit in Mokdong Complex 13 was traded at the highest price of 1.635 billion KRW in August. A 53㎡ unit changed hands for 1.275 billion KRW as of the end of August.


Reconstruction Momentum Also Builds in the Back Complexes of Mokdong

Complex 8 has also started the public inspection and announcement for the establishment of the maintenance plan and designation of the maintenance zone from the 4th, following Complexes 6, 14, and 4. Complex 8 is pursuing reconstruction with a maximum height of 49 floors and 1,881 households. Currently, this complex consists of 15 buildings and 1,352 households, mostly medium and small-sized units.


Among the 1,881 households, 1,582 are sale housing units and 299 are rental housing units. By area, the number of sale housing units is 272 under 60㎡, 898 between 60 and 85㎡, and 412 over 85㎡. There are 205 units for general sale.


A public pedestrian pathway (15m wide) will be installed north-south within the complex. To create a community network connecting schools and parks, the park that was located in the center of the complex will be relocated to the north side. Community facilities will be placed along the park and main road. The district will hold a residents' briefing session on the 11th and apply for the designation of the maintenance zone to Seoul City within the year.


Among the Mokdong reconstruction complexes, Mokdong Complex 6, which is progressing the fastest, was designated as a maintenance zone in August and plans to establish a union in the first half of next year.
