Discussion on Ensuring Business Continuity During IT System Failures at Jeju KAL Hotel on the 4th

The Council of Presidents of National Flagship Universities has agreed to promote the establishment of a disaster recovery center for national university information systems, drawing attention to whether this will provide a solution to ensure business continuity for national university information systems in the event of a disaster.

The Council of Presidents of National Flagship Universities (Chairman: Kim Ilhwan, President of Jeju National University) announced on the 7th that it held the '2024 4th Regular Meeting' at the Kal Hotel in Seogwipo, Jeju, on the 4th.

The Council of Presidents of National Key Universities is holding its 4th regular meeting.

At this regular meeting, hosted by Jeju National University, discussions were held on topics such as the 'Establishment of a Disaster Recovery Center for National University Information Systems.'

According to the council, most national universities currently have disaster recovery systems limited to distributed storage of data backup materials, and preparations for system and data recovery and operation through remote data centers in the event of a disaster are insufficient.

Previously, in November last year, following a series of computer failures and paralysis incidents in the national administrative network and ongoing IT paralysis across society, there has been a growing demand for measures to ensure business continuity for national university information systems in the event of a disaster.

However, the establishment of disaster recovery systems by individual universities is difficult due to the poor financial situation caused by a continuing decrease in student numbers and a freeze on tuition fees. Moreover, the National University Resource Management System (KORUS), an integrated administrative and financial system for national universities operated by the Korea Education and Research Information Service (KERIS) under the Ministry of Education, also lacks a disaster recovery system.

Accordingly, at the meeting, the council formed a consensus on the necessity of a disaster recovery center for national university information systems and decided to request that the Ministry of Education (University Finance Division, KORUS department) include the establishment of a disaster recovery system for national university information systems in the information strategy plan (ISP) for the next-generation KORUS and disaster recovery system establishment project.

In addition, if the Ministry of Education does not reflect this, the council decided to prepare measures to secure and promote project funding to implement it as a separate project through the national university alliance.

Furthermore, the meeting included discussions on proposals to expand the autonomy of research and education fund management, and on common agenda items for the 2024 National Assembly Audit (Education Committee) concerning national flagship universities.

In his opening remarks, Jeju National University President Kim Ilhwan said, "Through active exchanges of opinions at today's meeting, we were able to achieve meaningful results," and added, "I hope this will serve as an opportunity for flagship national universities to pool their wisdom and capabilities to play a leading role in change and innovation for balanced national development."

The Council of Presidents of National Flagship Universities is a consultative body composed of the presidents of 10 national flagship universities. Member universities?Kangwon National University, Kyungpook National University, Gyeongsang National University, Pusan National University, Seoul National University, Chonnam National University, Jeonbuk National University, Jeju National University (chair university), Chungnam National University, and Chungbuk National University?work to strengthen cooperation among national flagship universities and contribute to higher education and national development.
