The Public Procurement Service (PPS) announced on the 7th that it will start a proxy service for selecting evaluation committee members from this month.
The proxy service is implemented to resolve difficulties faced by demand institutions in directly recruiting evaluation committee members and forming committees, as well as to address issues of collusion between local evaluators and companies.
PPS plans to pilot the proxy service targeting small-scale IT projects (50 million to 100 million KRW) with a relatively large number of evaluations and evaluators, and then gradually expand the service starting next year.
Using PPS evaluators and the evaluation system, PPS will also provide a service to proxy the formation of evaluation committees and enable evaluations to be conducted through the PPS evaluation system when demand institutions carry out evaluations independently.
Demand institutions wishing to use the proxy service can apply online through the PPS evaluation committee system.
Lim Gi-geun, Administrator of PPS, stated, “Selecting the optimal contractor through fair and objective evaluations is a fundamental responsibility of public procurement,” and added, “PPS will establish the foundation of procurement evaluations by including not only evaluations requested by demand institutions but also those conducted independently by them in the scope of the proxy service.”
