Moon Dahye, daughter of former President Moon Jae-in, was caught on closed-circuit television (CCTV) sitting in the driver's seat in a heavily intoxicated state before a drunk driving accident, with the car moving and suddenly braking.
On the 6th, CCTV footage obtained by JTBC and TV Chosun vividly showed Dahye staggering and walking about 20 meters in an alley in Itaewon-dong, Yongsan-gu, Seoul, around 2:17 a.m. on the 5th. Dahye appeared intoxicated as she walked in a zigzag pattern once, then opened the door of a parked car and got into the driver's seat.
While waiting for the car in front to move, Dahye turned on the lights and wiped her face. When the car started moving, she was startled, slammed on the brakes, and covered her face with both hands. Even after the car in front moved, she stood still for more than 30 seconds. About 10 minutes later, the vehicle narrowly passed pedestrians, exited the narrow alley, and headed toward the main road in front of Itaewon Station.

There is also evidence that Dahye violated other traffic laws.
The CCTV footage showed her making a left turn from a lane designated for right turns only at the Itaewon Station intersection in front of the Hamilton Hotel in Itaewon-dong, against a red light. After entering the main road, she got entangled with vehicles going straight from the left-turn lane and briefly stopped in the middle of the road. Despite this, Dahye insisted on making the left turn and about six minutes later was involved in a minor collision with a taxi.
At the time of police apprehension, Dahye's blood alcohol concentration was found to be 0.14%, which is above the license cancellation threshold (0.08%). However, she did not exhibit any abnormal behavior such as refusing the breathalyzer test and cooperated with the police before being sent home.
Dahye is expected to appear at the Yongsan Police Station for investigation as early as next week.
Meanwhile, the Casper vehicle Dahye was driving was confirmed to have been purchased directly by former President Moon in October 2021 to promote the 'Gwangju-type job' initiative. Vehicle records show it was transferred to Dahye in April. In August, it was also reported to have been seized by a police station in Jeju due to unpaid fines.
