Amendment Bills Including Eumsan Act and Yeongbi Act Passed in National Assembly Plenary Session
Following karaoke rooms and PC bangs, operators of performance venues and movie theaters will not face administrative sanctions if they are deceived by fake IDs and allow youth entry.
The Ministry of Culture, Sports and Tourism announced on the 26th that amendments to the Music Industry Promotion Act, the Act on the Promotion of Films and Video, the Game Industry Promotion Act, and the Performance Act, which include such provisions, were passed at the National Assembly plenary session. Accordingly, the scope of operators who will not face administrative sanctions if it is confirmed that they could not verify youth status has been expanded to include movie theater managers, game-related business operators such as arcades, and performance venue operators.
In March, the Ministry proactively amended the enforcement rules of the Music Industry Promotion Act and the Game Industry Promotion Act. This exempts karaoke room and PC bang operators from administrative sanctions such as business suspension when deceived by youth using forged or altered IDs. A system basis was also established for operators of performance venues, karaoke rooms, PC bangs, and movie theaters to verify the age of users. These operators may request identification to confirm the age of entrants. If the other party does not cooperate, entry may be restricted.
Lee Jeong-mi, Policy Planning Officer at the Ministry of Culture, Sports and Tourism, said, "Following the amendment of the enforcement rules in March, the passage of this legal amendment further expands the scope of operators who can be protected," adding, "We will ensure that innocent cultural industry operators do not suffer unfairly due to excessive regulations."
