Request for Support from Ministry of Land and Seoul City to Successfully Promote Camp Colburn and K-Star World Development Project
Proposal for 'Metro Seoul Construction' Linked with 'Great Hangang Project'... Mutual Consensus Formed
Camp Colburn to be Developed as a Convergence Complex... Blueprint Presented for Attracting Future-Oriented High-Tech Industries
Lee Hyun-jae, Mayor of Hanam, on the 27th at COEX in Seoul during the '10th Jipconomy Expo 2024', actively requested strong support from the Ministry of Land, Infrastructure and Transport and the Seoul Metropolitan Government to ensure the successful promotion of the Camp Colburn and K-Star World development projects, eliciting positive responses.
According to Hanam City on the 29th, Mayor Lee Hyun-jae met with key guests including Park Sang-woo, Minister of Land, Infrastructure and Transport, and Oh Se-hoon, Mayor of Seoul, who visited the Hanam City booth at the Jipconomy Expo, and stated, “We ask for your support to enhance the brand value of Korea through Camp Colburn, which will be the core of future-oriented advanced industries, and K-Star World, which will serve as a hub for spreading K-culture.”
In particular, when Minister Park Sang-woo showed interest in Hanam City's development projects and inquired whether urban air mobility (UAM), a future-oriented mobility, would be included in the project sites, Mayor Lee Hyun-jae replied, “UAM will definitely be included in the K-Star World project site,” repeatedly requesting support from the Ministry of Land, Infrastructure and Transport.
Previously, Hanam City achieved various results, including prompting a revision of the Ministry’s guidelines last July to allow the lifting of the Greenbelt (GB) restrictions if measures to manage water pollution sources caused by development projects, which were limited due to water quality environmental evaluation grades, are established.
Hanam City plans to smoothly proceed with the GB lifting procedures based on cooperation with the Ministry of Land, Infrastructure and Transport to successfully complete key development projects such as K-Star World.
Additionally, Mayor Lee Hyun-jae met with Mayor Oh Se-hoon in May 2023 and proposed linking the K-Star World development project with Seoul’s core project, the ‘Great Han River Project,’ to build ‘Metro Seoul,’ connecting cities adjacent to the Han River, forming a mutual consensus. Hanam City intends to request active cooperation from Seoul City for the K-Star World development based on this consensus.
Moreover, on the same day, Mayor Lee Hyun-jae transformed into ‘Hanam City’s first salesman’ at the Jipconomy Expo, emphasizing the necessity of attracting investment for Hanam City’s urban development projects such as Camp Colburn and K-Star World to domestic and international companies and investors.
During a meeting with Kim Seung-bae, Chairman of the Korea Real Estate Development Association (KODA), Mayor Lee Hyun-jae highlighted the locational advantages of Camp Colburn and K-Star World, noting that the project sites will be connected by five expressways (including the Capital Region 1st Ring Expressway and Jungbu Expressway) and five subway lines (Lines 3, 5, 9, Wirye-Sinsa Line, and GTX).
He also presented a blueprint to attract future-oriented advanced industries to develop Camp Colburn, a former U.S. military return site, into a convergence complex to strengthen Hanam City’s self-sufficiency functions.
Regarding development directions, he introduced △ a public-private joint project to promote development centered on actual users (allowing development plans reflecting corporate needs) △ encouraging direct use by private business operators to facilitate rapid site activation △ providing various incentives (one-stop processing support, special subsidies, facility investment costs, employment subsidies, operation of investment attraction teams, etc.).
Mayor Lee Hyun-jae also requested the Korea Real Estate Development Association to encourage many member companies to participate creatively in the pre-briefing session for the Camp Colburn urban development project private business operator recruitment, hosted by Hanam Urban Corporation at COEX on October 8.
In addition, through consultation with Chairman Kim Seung-bae, the schedule was finalized for Hanam City to attend the Korea Real Estate Development Association executive meeting on October 14 to hold a briefing session on Camp Colburn.
The K-Star World development project, aimed at becoming a global K-pop hub city, involves creating world-class K-pop performance halls and film shooting studios on Misa Island (Misa-seom), expected to generate approximately 50,000 direct and indirect jobs and an annual economic effect of about 10 trillion KRW.
Mayor Lee also emphasized the achievement of revising the Ministry’s GB lifting guidelines and the announcement last November at the emergency economic ministers’ meeting chaired by the Deputy Prime Minister to shorten administrative procedures for foreign investment attraction from 42 months to 21 months through the ‘Foreign Investment Attraction Fast Track’ support.
Chairman Kim Seung-bae said, “We appreciate the opportunity to gain information on the Camp Colburn and K-Star World development projects today. Since our association has many cases of good results through cooperation with public institutions, if our executive companies propose ideas to develop the projects, I believe we can confidently proceed in the future.”
Mayor Lee Hyun-jae stated, “Hanam City will promote the Camp Colburn public-private joint recruitment project and establish a detailed master plan for the K-Star World development project,” adding, “We will listen carefully to the opinions of the Korea Real Estate Development Association, which has extensive urban development experience, and make every effort to successfully complete the Camp Colburn and K-Star World development projects.”
