Busan City Urges Designation of Nakdonggang Estuary as Korea's First National Urban Park

Launch Ceremony of the Nakdonggang Estuary National Urban Park Pan-Citizen Promotion Headquarters at City Hall, 3:30 PM on the 26th
National Urban Park Promotion Headquarters Formed by Representatives from Various Sectors in Busan to Build Public Consensus

The city of Busan announced that at 3:30 PM on the 26th, the inauguration ceremony for the Nakdonggang Estuary National Urban Park Pan-Citizen Promotion Headquarters (with five executive co-representatives including Park Sunghwan) will be held in the main conference room of City Hall to promote the designation of the first national urban park in Korea at the Nakdonggang Estuary.

About 300 people, including Mayor Park Hyungjoon, City Council Chairman Ahn Sungmin, former National Assembly Speaker Chung Ui-hwa, and executives and committee members of the Pan-Citizen Promotion Headquarters, will attend the ceremony. The event will include an activity plan for the Promotion Headquarters and the reading of a resolution.


The Nakdonggang Estuary National Urban Park Pan-Citizen Promotion Headquarters, which is being launched today, was formed to expand public consensus and unite the power of Busan citizens so that the Nakdonggang Estuary area (Eulsukdo and Maekdo), a long-cherished wish of Busan citizens, can be designated as Korea’s first national urban park.


The organization consists of about 90 executives, including honorary representatives, executive co-representatives, advisors, co-representatives, and operating committee members, as well as representatives from various sectors of Busan such as academia, religion, politics, business, and civic society.


Mayor Park will attend the inauguration ceremony to deliver a message of encouragement and welcome, and together with about 300 citizens including members of the Promotion Headquarters, will reaffirm their commitment to urge the designation of the Nakdonggang Estuary National Urban Park, reflecting the wishes of the local community.


The Pan-Citizen Promotion Headquarters will also pledge at the inauguration ceremony to urge the National Assembly to amend the Park and Green Space Act for the prompt designation of the national urban park. They will also announce their determination to actively carry out various activities such as pan-citizen rallies, visits to the National Assembly and central government, and citizen resolution meetings, mobilizing all the wisdom and capabilities of the local community.


Park Sunghwan, executive co-representative and executive chairman of the 1 Million Pyeong Park, stated, “We will actively work with the local community to amend the Park and Green Space Act and attract the national urban park, so that we can leave the legacy of a 'Green City Busan' to future generations through the creation of the Nakdonggang Estuary National Urban Park, which fulfills the long-standing dream of Busan citizens for a 1 million pyeong park city.”


The “1 Million Pyeong Park Movement,” which began in 1999, is a citizen-led park and civic movement initiated to leave an even greater and more beautiful park than Central Park in New York for future generations. As a result of persistent efforts, the Maekdo Green City National Urban Park project was selected as a pledge for the 8th popularly elected municipal government and the 20th presidential administration.


With the amendment of the Park and Green Space Act in 2016 providing a basis for the creation of national urban parks, the city plans to develop the Nakdonggang Estuary National Urban Park over approximately 2.5 million pyeong in the Eulsukdo area of Saha-gu and the Maekdo area of Gangseo-gu.


In September this year, the city plans to finalize the park city management plan for the Nakdonggang Estuary, announce the topographic map, promote amendments to related laws for the first-ever national urban park designation in Korea, and apply to the Ministry of Land, Infrastructure and Transport for the designation.


Mayor Park Hyungjoon stated, “The parks of future cities are evolving into national urban parks where humans, nature, and cities coexist,” and added, “With the global climate crisis and the need to secure a hub for balanced national development in the southern region, the Nakdonggang Estuary area, with its 2.5 million pyeong green infrastructure, can present a national response to the global climate crisis. I urge all citizens to pay close attention and raise their voices so that the amendment to the Park and Green Space Act for the designation of Korea’s first national urban park can be passed as soon as possible.”
