Nonsan City Wins Korea Local Autonomy Development Award

Grand Prize in the Basic Local Government Category... Innovative Policies Such as '4+1 Administration' and '5chon 2do' Implemented

Nonsan City, Chungnam Province, announced on the 25th that it received the Grand Prize in the Basic Local Government category at the Korea Local Autonomy Development Awards held at the Kim Koo Memorial Hall in Seoul.

The city was recognized for implementing innovative policies such as the “4+1 Administration” and “5chon 2do.”

Additionally, since the 8th popularly elected administration, Nonsan has presented a new vision as a “national defense and military industry city,” overcoming the crisis of population decline and creating future growth engines for jobs and livelihoods by shifting policy paradigms.

In particular, the city has attracted nationwide attention from local governments for its initiatives such as: △ Presenting the nation’s first “Three Principles of Agricultural Income” through a win-win strategy between agriculture and industry △ Creating a business-friendly city △ Establishing a “4+1 Administration” cooperation system (combining administration, business, education, citizens, and military training resources) △ Introducing the “5chon 2do” policy (living five days in rural areas and two days in urban areas).

The “4+1 Administration” is a policy unique to Nonsan, linking administration, business, education, citizens, and military resources to create strong synergy effects such as revitalizing the local economy and attracting population inflow.

The city has secured solid growth engines for the next 100 years of Nonsan by obtaining approval for the National Defense Industrial Complex, attracting defense-related companies, and establishing the National Defense Future Technology Research Center.

Furthermore, by combining agriculture and industry through the “Three Principles of Agricultural Income,” Nonsan has taken a leap forward as a prosperous rural area.

Notably, within just over two years since Mayor Baek Seonghyeon took office during the 8th popular election, the city has attracted large-scale investments worth over 1 trillion won, resulting in the creation of quality jobs and an increase in the youth population.

Mayor Baek Seonghyeon said, “Nonsan is experiencing a pleasant transformation as a city of revival, not extinction,” and added, “We will create conditions worth living in so that no one feels lacking in Nonsan and usher in an era that moves and inspires our citizens.”

He continued, “Through administrative innovation, we will bring about new changes that citizens can truly feel and make Nonsan a happy city where smiles never fade.”
