Sang-il Lee, Mayor of Yongin, "Reviewing Plans to Utilize Existing Buildings within Eonnam District Park Site"

Yongin City in Gyeonggi Province is considering recycling plans such as remodeling existing buildings within the Eonnam District, the former site of the Police University.


On the 24th, Yongin Mayor Lee Sang-il, along with Lee Han-jun, President of Korea Land and Housing Corporation (LH), visited the former Police University site located in Eonnam-dong, Giheung-gu, to check the progress of the 'Eonnam Public Support Private Rental Supply Promotion District' project and expressed this position.

The Eonnam District project involves constructing public support private rental apartments on approximately 904,921㎡ of the former Police University site. The district plan was approved last May, and the project is underway with a goal to start construction in February next year. The target completion date is 2029. The original planned number of households was 5,447, but Yongin City is working on reducing this to below 5,400 households.


At the site, Mayor Lee instructed city officials to review the utilization of the 24,500-pyeong land donated by LH and existing Police University facilities such as the main building, auditorium, gymnasium, and large sports field. Mayor Lee said, "Among the buildings in the cultural park site within the district, it seems necessary to study and review options such as remodeling and utilizing some, or demolishing and establishing new public facilities for other purposes," adding, "If necessary, prepare a plan to form a task force (TF)."


The mayor requested President Lee, "Since the Eonnam District project has been stalled for eight years, please listen to citizens' opinions and come up with constructive measures." President Lee responded, "We will actively review the opinions proposed by the city through communication among working-level staff and seek ways to cooperate."


Designated as a district in December 2016, the Eonnam District project had been stalled for eight years due to issues such as the lack of a metropolitan transportation plan and appropriate household numbers. However, since Mayor Lee took office in the 8th local government term, the city has continuously emphasized the need to reduce the number of households and bear the costs of improving the transportation environment, gaining LH's consent.


Through consultations, the city and LH reflected improvements to the Police University Intersection and Kkotmae Intersection in the Eonnam District transportation plan, and agreed that LH would bear 29.5% of the project cost for the construction of the new Dongbaek IC. To alleviate congestion caused by the new Dongbaek IC, Seokseong-ro 301beon-gil, the access road, will be expanded from two lanes to three lanes, and Eondong-ro will be expanded from two lanes to four lanes.


Additionally, a new road will be constructed over a 150m section connecting to the Guseong District on the east side of the project site, and an additional lane will be added from the end of Mabuk-ro on Seokseong-ro toward Guseong Intersection. The city estimates that the cost of expanding the road network during the Eonnam District project will be around 100 billion KRW, equivalent to the metropolitan transportation improvement measures.
