Dog owner who did nothing to stop killing of stray cats... Scheduled to be sent to prosecution

A man who did not stop his pet dogs from harming a stray cat is expected to be referred to the prosecution.


On the 24th, the Sujeong Police Station in Seongnam, Gyeonggi Province, announced that they plan to send Mr. A, in his 60s, to the prosecution on charges of property damage and violation of the Animal Protection Act. Mr. A is accused of neglecting to intervene when his dogs killed a stray cat while he was walking them in front of a liquor business in Geumto-dong, Sujeong-gu, Seongnam, around 6 a.m. on the 11th.


Reviewing the closed-circuit television (CCTV) footage of the incident, two Jindo mixed-breed dogs without leashes ran toward the business premises and attacked the cat. Then, another Jindo mixed-breed dog, which Mr. A was holding on a leash, joined in and killed the cat. Initially, Mr. A appeared to slightly pull the leash as if to stop the dogs, but soon he watched the situation without any further intervention. About three minutes later, after the dogs finished the attack, Mr. A left the scene, leaving the cat’s carcass unattended.


The deceased cat had no owner, but it was confirmed that a staff member of the liquor business had been caring for it by providing food and shelter for about five years. After receiving a report from the business staff, the police identified Mr. A and began investigating him as a suspect. It is known that Mr. A largely admitted his wrongdoing during the investigation.


Among the three dogs that attacked the cat, two were directly raised by Mr. A, and the other was a stray dog that Mr. A had been managing by providing shelter. Mr. A stated that he was walking two leashed dogs at the time, but one leash came off in the middle, and the unleashed dog attacked the cat along with the stray dog. He also explained that he could not stop the attack because of the dogs’ tendency to hold on once they bite.


The police applied charges of property damage and violation of the Animal Protection Act against Mr. A, based on the fact that his pet dogs killed the cat and that he was negligent in preventing the accident by not properly checking the leashes. A police official said, “Mr. A’s neglect was clearly proven through CCTV, and since damage occurred as a result of his actions, related charges were applied. We plan to forward the case to the prosecution once the investigation is complete.”
