Hoam Art Hall Site to Host Up to 23-Story Office and Retail Facilities
Large Urban Rest Area Equivalent to Seoul Plaza Planned
Up to 28-Story Office Building Near Seoul Station Exit 3 Also Approved
Hoam Art Hall near City Hall Station and Seosomun History Park will be reborn as a complex facility with up to 23 floors, featuring a classical concert hall with a capacity of 1,100 seats.

On the 18th, Seoul City announced that the 5th Integrated Review Committee for Redevelopment Projects approved the integrated review proposal for the implementation of two projects: the Seoul Station-Seodaemun Districts 1 and 2 Zone 1 Urban Maintenance-type Redevelopment Project (amendment) and the Bongnae District Zone 3 Urban Maintenance-type Redevelopment Project.
23-Story Complex Facility on Hoam Art Hall Site... Creation of Rest and Green Space the Size of Seoul Plaza
The Seoul Station-Seodaemun Districts 1 and 2 Zone, located at 7 Sunhwa-dong, Jung-gu, where Hoam Art Hall is situated, is a project site for mixed development of office and retail facilities ranging from 8 basement floors to 23 floors above ground. Hoam Art Hall, which has been completed for 30 years, has outdated performance facilities and has suspended external rentals since 2017 to promote renovation of the concert hall. Seoul City passed the review by integrating architecture, landscape, and traffic fields, with the condition of ensuring the safety of concert hall users.

Seoul City plans to create a large-scale urban rest area the size of Seoul Plaza by integrating green spaces on the Hoam Art Hall site with nearby project sites. An integrated landscaping plan was developed together with adjacent project sites (Seosomun District Zones 11, 12, and 10) to design specialized landscaping spaces such as ecological and plaza-type urban forests equipped with green and rest facilities. The floor area ratio is applied at 1034.04%, and the building coverage ratio at 45.38%.
Once Hoam Art Hall is renovated into a classical concert hall with a large green space, it is expected to become a new cultural hub in the Gangbuk area. Previously, the Seoul Station-Seodaemun Districts 1 and 2 Zone 1 completed the urban planning committee review for the amendment of the maintenance plan in November last year.
28-Story Office Facility Near Seoul Station Exit 3... Observatory and Public Office Included
A 28-story office facility will be constructed at 63-1 Namdaemun-ro 5-ga, Jung-gu, near Exit 3 of Seoul Station. The Bongnae District Zone 3 Urban Maintenance-type Redevelopment Project is an area where 96% of buildings are over 40 years old and deteriorated.
The basement 1st floor to ground 1st floor will be concentrated with neighborhood living facilities to activate the street, and public offices will be installed on the 3rd and 4th floors and donated to the city. An observatory for citizens will be installed on the top floor and opened to the public. A 1,577㎡ open green space will be created along the pedestrian path connecting Gwanghwamun and Seoul Station.
To improve the old and deteriorated subway entrance, Seoul Station Exit 3 will be relocated inside the building. In this integrated review, the entrance location of the newly established subway connection passage inside the building was adjusted to make it easier to find, and the review was passed. Considering the importance of the location facing Seoul Station Plaza, the front facade will feature a three-dimensional textured facade design, differentiating the building from surrounding structures.
Han Byung-yong, Director of the Seoul City Housing Office, said, "Through the integrated review of redevelopment projects, urban redevelopment projects are also being revitalized," adding, "We are focusing all our capabilities on improving the aging urban environment and expanding insufficient public facilities through efficient architectural plans considering local conditions."
