Flood Damage Recovery: Normalcy Restored in Just One Day Through Public-Private Cooperation

Despite significant damage caused by the overflow of covered streams and landslides following a record-breaking downpour in Ulleung, North Gyeongsang Province?the heaviest rainfall in 46 years?recovery was completed within a single day through public-private cooperation, drawing attention.


According to Ulleung County and other sources on the 13th, torrential rain fell at a rate of 70mm per hour over two days from the 11th to the 12th, with total accumulated precipitation reaching 308.7mm.

The heavy rain resulted in flooding at one accommodation, two restaurants, one store, and seven vehicles, as well as landslides at nine locations and rockfalls on four roads. Fortunately, there were no reported casualties.


As the damage continued, the Ulleung County Disaster and Safety Countermeasures Headquarters raised the emergency level from stage 1 to stage 2 starting the previous day, assigned public officials to each village, and mobilized all available personnel and equipment to focus on recovery efforts.


From the morning, full-scale recovery operations began, with over 2,000 people?including Ulleung County, Ulleung Police Station, Ulleung 119 Safety Center, Navy 118th Squadron, local branches of agricultural and fisheries cooperatives, Saemaeul Association, Women's Council, Volunteer Center, volunteer fire brigades from Ulleung-eup (Dodong, Sadong, Jeodong), local social organizations, and residents?working together in the effort.


In particular, despite being busy preparing to welcome returning residents and tourists for the upcoming holidays, Ulleung residents did not despair; instead, they rolled up their sleeves and volunteered for recovery, creating a heartwarming atmosphere.


Lee Jungho, head of the Ulleung Saemaeul Association, who was met at the volunteer site, said, "With the Chuseok holiday approaching, we were busy preparing to welcome returning residents and tourists, and I was concerned that this heavy rain might lead to an economic downturn on the island. However, thanks to the pride and indomitable pioneering spirit of Ulleung residents, we were able to reopen the ring road and restore tourist sites to normal within just one day of recovery work."


An official from Ulleung County stated, "Despite the significant damage, we are grateful that all organizations and residents cooperated for a swift recovery. We hope that returning residents and tourists will visit Ulleungdo comfortably and fully enjoy the Chuseok holiday."
