Emphasizing 'Han Dong-hoon Responsibility Theory' Over Deepfake Sexual Crimes

Park Eun-jung, a member of the Joguk Innovation Party, proposed the '6 Laws to Block Deepfake,' also known as the 'Seo Ji-hyun Act.' Former prosecutor Seo Ji-hyun resigned in protest in 2022 when then Minister of Justice Han Dong-hoon disbanded the Ministry of Justice's 'Digital Sexual Crime Response Task Force.'
On the morning of the 9th, Park held a press conference at the National Assembly and announced six bills aimed at combating deepfake (AI-based image synthesis technology) sexual crimes. On that day, Park referred to the '6 Laws to Block Deepfake' as the 'Seo Ji-hyun Act.' She stated that most of the proposals Seo, who served as the TF leader in 2021, suggested were included in the bills. She emphasized that deepfake sexual crimes are a failure of Representative Han Dong-hoon. The Joguk Innovation Party submitted the 'Han Dong-hoon Special Prosecutor Act' as its first party bill on May 30.

In a phone interview, Park said, "I showed all the bills to former prosecutor Seo, and she expressed her gratitude," adding, "Representative Han, who pushed Seo out, has now created a special committee to respond to digital sexual crimes, but I doubt whether it will be effective." A staff member from Park's office emphasized, "The Yoon Seok-youl administration, which vowed to abolish the Ministry of Gender Equality and Family, has left the ministerial position vacant for six months."
The so-called Seo Ji-hyun Act strengthens penalties for distributing deepfake sexual crime materials to a maximum of seven years imprisonment, establishes an obligation for judicial police officers to take emergency measures, and enhances the testimonial rights of sexual crime victims. Additionally, it newly prohibits probationers from accessing victims through online characters representing a person's personality or digital data methods using information and communication networks.
