The Democratic Party Central Election Commission announced on the 7th that Cho was finally selected as the candidate for the October 16 Gokseong-gun mayoral by-election.

In the primary, Cho won a majority of votes against Kang Dae-gwang (61), former Gokseong County Council member, and Yoo Geun-gi (61), former mayor of Gokseong-gun. The Democratic Party conducted the primary with 100% public participation, and since Cho secured a majority, he was confirmed as the party candidate without a runoff.

The National Innovation Party will hold a 100% public participation primary to select its candidate from Park Woong-du, former representative of the Gokseong Education Hope Coalition, and Son Kyung-soo, former head of the Jukgok-myeon Residents' Autonomy Committee in Gokseong.

Other candidates running as independents include Lee Seong-ro, former professor at Mokpo National University, and Jeong Hwan-dae, former Jeonnam Provincial Assembly member who left the Democratic Party in protest of the primary rules.
