The United States has announced new export control measures targeting advanced technologies such as quantum computing and next-generation semiconductors. These measures are analyzed as targeting China, which aims to hinder the development of advanced technologies.

On the 5th (local time), the U.S. Department of Commerce's Bureau of Industry and Security (BIS) stated, "Today, we are announcing an Interim Final Rule (IFR) that reflects broad technical agreements with our allies."


Under this IFR, the United States will implement export controls related to quantum computing, semiconductor manufacturing, and other advanced technologies.


The quantum computing subject to export control includes quantum computers and related equipment, components, materials, software, and technologies that can be used for the development, maintenance, and management of quantum computers. Also included are tools and machinery essential for producing advanced semiconductor devices, Gate-All-Around (GAA) technology capable of producing or developing high-performance computer semiconductors used in supercomputers, and additive manufacturing items.


Alan Estevez, U.S. Deputy Secretary of Commerce, said, "Our national export controls are more effective when they keep pace with rapidly evolving technologies and when we cooperate with our allies. Adjusting our controls on quantum and other advanced technologies makes it more difficult for adversaries to develop and use these technologies."


Previously, the United States had been reviewing additional regulatory measures to prevent China from accessing semiconductor technologies used in artificial intelligence (AI).


BIS also stated, "As core technologies for military use continue to emerge and evolve, the need to regulate the movement of such items to prevent their use for purposes contrary to national security or foreign policy is increasing."
