Incheon City announced on the 5th that it plans to establish a Companion Animal Welfare Culture Center to promote the adoption of abandoned animals.
The city aims to open the center in the first half of 2026 by remodeling the former management building of the Munhak Tunnel located in Cheonghak-dong, Yeonsu-gu, and plans to equip it with adoption rooms, medical examination rooms, education rooms, and community rooms.
To this end, the city was finally selected last July for the Ministry of Agriculture, Food and Rural Affairs' "Abandoned Animal Adoption Center Installation Support" project, securing 300 million KRW in national funds, and will invest a total of 2.79 billion KRW including city funds.

The center will provide shelter facilities so that abandoned animals facing euthanasia can find safe adoption places, and will proceed with adoption after socialization training, health checkups, vaccinations, neutering surgeries, and animal registration. It also plans to operate education programs to prevent animal abuse and improve awareness of companion animals.
The city expects that the installation of the center will not only increase the adoption of abandoned animals but also reduce the rates of euthanasia and natural death. As of the end of last month, there are a total of 3,871 abandoned animals rescued and sheltered at 12 animal protection centers in Incheon.
To reduce the occurrence of abandoned and lost animals, the city has been promoting companion animal culture awareness education, neutering projects for outdoor dogs in rural areas, and animal protection publicity projects. In addition, it supports citizens who adopt abandoned animals with up to 150,000 KRW for costs related to animal registration, treatment, and grooming.
