Construction of up to 24-Story Office Buildings in Seorin District 3, 4, and 5 Near Cheonggyecheon

Creation of a Complex Cultural Space Combining Library and Art Museum on Basement Level 2

Between Jongno and Cheonggyecheon, an integrated development of Seorin District Zones 3, 4, and 5 next to the Seorin Building will see the construction of office facilities up to 24 stories high.

The Seoul Metropolitan Government announced on the 5th that it held the 13th Urban Planning Committee meeting and approved the revised maintenance plan for the 'Seorin Urban Maintenance-type Redevelopment District Zones 3, 4, and 5.'


The project site consists of three zones within the Seorin District located between the SK Seorin Building and the Trade Corporation building at 111-1 Seorin-dong, Jongno-gu. Since the district designation in 1973, Zones 4 and 5 had no progress, while the remaining zone (Zone 3) completed the project and received approval in 1986 for a 10-story office facility. The maintenance plan was revised to allow integrated development of the three zones.


The revised maintenance plan includes the introduction of open green spaces and determines building density with a floor area ratio of up to 1097.32% and a height limit of 122.7 meters (approximately 24 stories) according to infrastructure plans. Unsecured urban planning facilities (roads, parks) within the Seorin District will be installed, and cash contributions will also be made.

Considering the location characteristics of the site, which can connect major tourist spots such as Gwanghwamun Square and Cheonggyecheon, an approximately 820㎡ open green space will be created on the south side of the site (along Cheonggyecheon). In connection with this, a complex cultural space combining a library and an art gallery will be established on the second floor above ground to serve as a rest and leisure space for citizens.


The Seoul Metropolitan Government stated, "With the decision (revision) of the maintenance plan for Seorin District Zones 3, 4, and 5, new cultural infrastructure and green spaces will be expanded around Jongno, contributing to urban revitalization and enhancing the city's competitiveness."
