Prevention of Reconstruction and Quasi-Delay through 'Pre-Consultation System for Cadastral Survey'

Yongin City in Gyeonggi Province is drawing attention for resolving issues such as shortened project durations and construction delays by introducing the 'Pre-consultation System for Cadastral Confirmation Survey' during large-scale development projects like apartment complexes.

'Cadastral Confirmation Survey' is a procedure that eliminates previous cadastral records upon completion of large-scale development projects involving land or housing, and newly establishes land boundaries and areas to register them in the cadastral records. The next steps, such as project completion, can only proceed once the cadastral confirmation survey is completed.


The pre-consultation system, implemented by the city since March, is an administrative service that helps review and supplement issues such as improper boundary settings, construction differing from project plans, and land category errors throughout the entire project process from pre-construction to completion. The target projects include 15 types of projects stipulated by the 'Act on the Establishment and Management of Spatial Information' such as urban development projects and housing construction projects, as well as 16 land development projects announced by the Minister of Land, Infrastructure and Transport.


Through this, the city explained that project implementers and constructors can reduce problems such as increased costs due to plan changes or re-construction caused by improper boundary settings, and delays in project completion.


As of the end of August, a total of 12 projects in the Yongin area have applied for the pre-consultation system, of which development projects for 6 districts (485,709㎡) have been completed. On-site, pre-consultations on boundary-setting facilities and boundary processing were conducted, and issues such as prevention of re-construction and unnecessary design changes were reviewed. The city explained that this resulted in blocking additional construction costs and delays in project completion.


A representative from a construction site that applied for the pre-consultation said, "Thanks to the pre-consultation, we were able to avoid unnecessary design changes and complete the construction on time."


A city official stated, "We will continue to establish a smooth pre-consultation system among project implementers, surveyors, and inspectors to help protect citizens' property rights."


Meanwhile, to request a pre-consultation for cadastral confirmation survey, project implementers, constructors, or surveyors can apply to the city’s Land Information Division.
