Establish a Council with Platform Operators
The Korea Communications Standards Commission (KCSC) will accept and provide counseling for deepfake sexual crime reports 24 hours a day, 365 days a year. In addition to consulting with online platform operators on this issue, the commission has also planned to more than double the number of monitoring personnel to promptly detect sexual crime videos.
On the 28th, Ryu Hee-rim, Chairperson of the KCSC, held a plenary meeting and announced countermeasures against digital sexual crimes using deepfake synthesis technology.
First, starting from the previous day, a dedicated banner was installed on the KCSC homepage to make it easy to report deepfake sexual crimes. Chairperson Ryu stated, "We will also strengthen the function of the digital sexual crime reporting hotline 1377," adding, "Counselors will directly accept and provide counseling for deepfake sexual crime video reports 24 hours a day, 365 days a year."
The commission decided to more than double the number of internal monitors for major social networking services (SNS) such as Telegram to conduct focused monitoring and promptly detect illegal sexual crime videos. Electronic review will be strengthened to request correction so that deletion or blocking can occur within 24 hours, and malicious distributors will be immediately referred to the police for investigation.
Chairperson Ryu said, "To this end, we plan to form a consultative body with major portal sites and global online platform operators such as Telegram, Facebook, X, Instagram, and YouTube to strongly demand voluntary regulation, including deletion and blocking measures."
For global operators without an official domestic consultative body, the commission plans to lead face-to-face consultation channels to enable continuous discussions.
While recommending legislation on the punishment of digital sexual crime videos to related agencies, the commission will also consider supplementing review regulations that can be implemented before complementary legislation with experts.
Chairperson Ryu stated, "The production, possession, and distribution of deepfake sexual crime videos are crimes that destroy personal dignity and personality rights," adding, "All organizations within the KCSC will stand with the public 24 hours a day."
