Promoting Establishment of Resource Circulation Testing and Certification Specialized Center... Until 2028
Jeonbuk Provincial Government is taking faster steps to strengthen the hydrogen industry ecosystem within the region. It plans to establish a Resource Circulation Testing and Certification Specialized Center by 2028.
According to Jeonbuk Province on the 26th, at 2 p.m. in the afternoon, Governor Kim Kwan-young of Jeonbuk, Wanju County Mayor Yoo Hee-tae, Director Kim Hyun-chul of the Korea Testing & Research Institute (KTR), and President Park No-jun of Woosuk University gathered in the provincial government meeting room. These organizations signed a business agreement to establish the "Resource Circulation Testing and Certification Specialized Center for Hydrogen Vehicle Waste Fuel Cells" and agreed to join forces to foster the hydrogen industry.
This agreement aims to facilitate smooth project implementation by agreeing on basic matters such as the roles of each institution, including ▲ permits and administrative and financial support from Jeonbuk Province and Wanju County ▲ detailed project planning and execution, domestic and international network establishment, and recruitment of outstanding local talent by KTR and Woosuk University, contributing to the local community.

The participants promised in the agreement to realize a resource circulation economy through remanufacturing, reuse, and recycling of hydrogen vehicle waste fuel cells, and to work together to revitalize the local economy and create new jobs.
The "Project to Establish a Testing and Certification Specialized Center for Resource Circulation of Hydrogen Vehicle Waste Fuel Cells" was applied for in June through the Ministry of Trade, Industry and Energy’s Industrial Innovation Infrastructure Project competition and was finally selected in July. It is a project that is expected to lay an important foundation for Jeonbuk Province to emerge as a hub of the hydrogen economy.
This project is scheduled to be built over four years and six months from July this year until the end of 2028 in Techno Valley 2 Industrial Complex, Bongdong-eup, Wanju County. A total budget of 25 billion KRW will be invested. The national government will provide 10 billion KRW, Jeonbuk Province and Wanju County will each invest 4.5 billion KRW, and the lead institution, Korea Testing & Research Institute, will invest 6 billion KRW.
Additionally, Woosuk University Industry-Academic Cooperation Foundation, Korea Automotive Technology Institute, Korea Institute of Energy Technology, Korea New and Renewable Energy Association, and Korea Electrical Safety Corporation will participate and take on roles suited to their institutional characteristics. Through various testing and evaluation, technology development, and commercialization support, the project plans to foster industries related to resource circulation of hydrogen vehicle waste fuel cells.
Governor Kim Kwan-young stated, "With this agreement as a turning point, we will further strengthen the hydrogen industry ecosystem within the region and strive to realize the vision of a global life economy city. We plan to lead the development of the hydrogen industry through continuous cooperation and support with excellent institutions in the hydrogen field."
