A correctional officer candidate who passed the civil service exam has sparked public outrage after it was revealed that he habitually sent abusive messages to women he did not know through social networking services (SNS).

According to JTBC's 'Case Officer' on the 20th, the victim, informant Ms. A, received an SNS message containing appearance-related insults from an unknown man one day. There were more victims besides Ms. A. They reportedly received appearance-related abusive messages from the man such as "You look much uglier than me," "You look like a bug," "You're not a princess, so why the princess look," "My eyes are going to rot," "Why do you keep posting your ugly face," and "This is why I hate ugly women." When the victims replied, the man responded with personal attacks, sexual harassment, and insults toward their parents.


After the victims checked the man's SNS, it was revealed that he was a correctional officer candidate who passed the 2024 9th-grade open recruitment exam. The man had posted his certificate of acceptance on his SNS with the message, "I will become a humble and honest correctional officer from now on."


The man explained his behavior as a form of 'deviation.' When one victim told him, "You seem to be having a hard time," he said, "It's fun to cause a ruckus here (on SNS). Wearing the title of correctional officer makes the deviation so thrilling." He added, "It feels great that a correctional officer, who should work for the people, is tormenting the people," and "I'm deliberately choosing only pretty people so they don't get hurt." He also said, "I think of it as a kind of prank."

The man is reportedly still a candidate awaiting appointment. The Ministry of Justice stated through 'Case Officer' that "The candidate's damage to dignity does not seem minor, and considering the social controversy caused and the nature of the correctional officer position which requires high morality, strict measures will be taken according to the law."


Meanwhile, Article 14 of the Local Public Officials Appointment Decree stipulates that if an appointment candidate is deemed unable to perform duties, their qualification will be revoked after a resolution by the personnel committee.
