Follow-up Measures for Underperforming Institutions' Management Improvement

Consulting and Innovation Improvement Efforts by Institution

On the 20th, Jeonbuk Special Self-Governing Province held the 6th Investment and Contribution Institution Operation Deliberation Committee meeting and deliberated and resolved the 'management evaluation results and follow-up measures' for the public institutions under the province based on last year's performance.


According to the province's announcement, the institutions include 1 public enterprise and 15 contribution institutions, totaling 16 institutions. The management evaluation results showed 5 institutions rated Grade A, 8 rated Grade B, and 3 rated Grade C. Compared to last year, 5 institutions improved their grades, 4 declined, and 7 maintained their grades.

The management evaluation was divided into Type I (Economy and Industry) with 8 institutions and Type II (Social Culture and Welfare) with 8 institutions, with differentiated benchmark scores for each grade according to the type.


Five institutions received the highest grade, 'Grade A.' Continuing from last year, Jeonbuk Credit Guarantee Foundation, Namwon Medical Center, and Jeonbuk International Cooperation Promotion Agency received this grade. Jeonbuk Research Institute and Jeonbuk Social Service Agency, which were rated 'Grade B' last year, were recognized for their performance in both common and business indicators, resulting in a one-grade increase.


Jeonbuk Development Corporation, Jeonbuk Technopark, and Jeonbuk Culture and Tourism Foundation also improved their grades compared to last year. Seven institutions maintained the same grade as last year, while four institutions, including the Automotive Convergence Technology Institute, experienced a grade decline.


Among six entrusted and subsidized institutions receiving financial support of over 500 million won and having more than 10 full-time employees, the management efficiency check results showed that the Transportation Culture Training Center and the Welfare Center for the Disabled received 'Grade A,' while two institutions were rated Grade B and two institutions Grade C.


This evaluation focused on efforts to introduce social value management (ESG), improve organizational health through management efficiency, and improvements and achievements compared to last year. Efforts were made to evaluate each institution's performance objectively and fairly.


Based on the evaluation results, the province will actively promote follow-up measures such as ▲ management efficiency consulting ▲ employee education ▲ establishment and reporting of management improvement plans for underperforming institutions. It will also review whether there are any areas for improvement in management evaluation indicators and evaluation criteria to induce continuous change and innovation in public enterprises and contribution institutions.


Choi Byung-kwan, Deputy Governor, stated, "The role of public enterprises and contribution institutions is very important in achieving provincial government goals and enhancing the convenience of residents. We will strive to strengthen the competitiveness of institutions under the province through continuous management improvement and thereby contribute to the development of Jeonbuk Special Self-Governing Province."
