Gyeonggi-do Cuts Approval Process Duration for 1st Generation New Town Maintenance Master Plan by More Than Half Gyeonggi Provincial Government

Gyeonggi Province is promoting a plan to reduce the approval process period for the basic maintenance plan by more than half to facilitate smooth project progress for the reconstruction of first-generation new towns such as Bundang, Ilsan, and Sanbon within the province.


According to Gyeonggi Province on the 18th, the current maintenance projects such as reconstruction involve procedures including the establishment of a basic plan at the city/county level by the city/county government, establishment of a maintenance plan, promotion committee, union approval, project implementation plan approval, management disposition plan approval, commencement, and completion, which take an average of 12 years.


Among these, the basic plan approval process usually takes about six months, and Gyeonggi Province’s plan is to reduce this period for residents of the first-generation new towns who are living in poor residential environments.


Specifically, Gyeonggi Province plans to change the existing method where the basic plan review and urban planning committee deliberation are conducted after the basic plan approval application is submitted, by participating together with the city/county government from the process of establishing the basic plan to shorten the review period.


Earlier, Gyeonggi Province coordinated in advance with local governments on key issues such as ▲consistency of the urban basic plan (population plan) ▲whether the capacity of infrastructure is sufficient ▲setting an appropriate planned population through the first practical consultation in March, data review in April, second practical consultation in May, data review in June, and third practical consultation in July.


Based on this, Gyeonggi Province plans to support the rapid and smooth progress of maintenance projects in aging planned cities by shortening the review schedule as much as possible through prior consultation with the Gyeonggi Province Urban Planning Committee before the local governments submit the basic plan approval application.


In addition, they will hold residents’ briefings and citizen governance committees on the basic plan draft to fully collect residents’ opinions and support ensuring that the vision for the first-generation new town maintenance projects desired by the residents is reflected in the basic plan.


Meanwhile, on the 14th, the basic plan drafts for Bucheon Jungdong and Gunpo Sanbon, among the first-generation new towns, were announced. Accordingly, Bucheon and Gunpo must apply for basic plan approval from Gyeonggi Province after going through resident inspection, hearing opinions from local councils, consultations with related agencies, and deliberation by the city local committee.


Bundang, Ilsan, and Pyeongchon, which have not announced their basic plan drafts, will also be continuously encouraged to ensure there are no delays in submitting the basic plan approval applications.


Lee Gye-sam, Director of the Urban Housing Office of Gyeonggi Province, stated, "We will take all possible measures to ensure that maintenance projects in aging planned cities, where infrastructure is aging and residential environments are poor and even safety is threatened, can be carried out in a timely manner. We will do our best to create a blueprint for a sustainable future city that can respond to changes in population structure such as super-aging and climate change and strengthen self-sufficiency functions."
