The National Police Agency announced on the 18th that it will conduct the "1st Domestic General Terrorism Incident Countermeasures Headquarters Drill" on the 19th.
This countermeasures headquarters drill is a command headquarters exercise involving senior decision-making groups from multiple related central government ministries, and it will be conducted in conjunction with an actual field response drill. Until now, the police have conducted counterterrorism drills centered on field response units such as the Police Special Forces, the military (Counterterrorism Special Forces), and the fire department (Counterterrorism Rescue Team).
The drill scenario assumes a fire caused by an unknown explosion at Ulsan Airport, followed by a chemical terrorism attack using drones. On site, 367 personnel from 11 organizations, including the Chief of Ulsan Police Agency as the on-site command headquarters chief, the Mayor of Ulsan, Ulsan Fire Headquarters, Ulsan Chemical Disaster Joint Prevention Center, and the military Chemical, Biological, Radiological, and Nuclear (CBRN) Battalion, will participate to practice situation assessment and dissemination, site control, emergency evacuation, and life rescue.
The National Police Agency will hold a counterterrorism incident headquarters meeting to review the field response status of related agencies. The police countermeasures headquarters and the on-site command headquarters will be connected via video communication networks to receive real-time reports of the situation and conduct command and control. The countermeasures headquarters will include 38 personnel from eight central government ministries and related agencies, who will discuss agency-specific missions, roles, and follow-up measures according to the situation.
A National Police Agency official stated, "Through this drill, we will check counterterrorism measures by related agencies and supplement any deficiencies to further enhance our terrorism preparedness posture."
