Seongbuk-gu Awards Outstanding Public Officials Including Jinsuk Kim and Minkyeong Song

Seongbuk-gu, Seoul (Mayor Lee Seung-ro) announced on the 14th that it selected and awarded four public officials who demonstrated creativity and expertise by actively handling their duties as the "Outstanding Public Officials for Proactive Administration in the First Half of 2024."


The outstanding public officials selected for the first half of this year are △Excellence Award: Kim Jin-sook, Administrative Officer (Donam 1-dong) △Excellence Award: Song Min-kyung, Administrative Officer (Donam 2-dong) △Encouragement Award: Kang Ji-hyun, Administrative Officer (Housing Policy Division) △Encouragement Award: Kim Hee-jung, Administrative Officer (Real Estate Information Division).


Kim Jin-sook of Donam 1-dong actively identified local resources and connected them through regular sponsorships by establishing a public-private welfare system hotline and holding meetings with professional organizations when a local children's center faced operational difficulties and discussions about suspension arose, to support low-income children using the center.


Song Min-kyung of Donam 2-dong overcame the limitations of neighborhood fundraising by discovering external corporate sponsors, activated a culture of personal donations by establishing PC support and a sharing market for low-income youth and job seekers, and increased fundraising results more than threefold compared to the previous year.


Seongbuk-gu plans to award the selected outstanding public officials with the mayor’s commendation, granting the highest performance pay grade to those with excellence ratings and personnel incentives such as special leave to those with encouragement ratings.


To select outstanding public officials for proactive administration, Seongbuk-gu collects cases and recommendations from all departments and residents, then proceeds through stages including the first departmental working meeting, the second employee and resident survey, and the third final review by the Seongbuk-gu Proactive Administration Committee. They comprehensively evaluate resident satisfaction, the official’s proactiveness, creativity, expertise, the importance and difficulty of the task, and the potential for dissemination.


Mayor Lee Seung-ro said, “I deeply appreciate the Seongbuk-gu public officials who actively performed their duties and achieved excellent results for the residents,” adding, “We will make various efforts to create an environment where public officials can proactively provide high-quality administrative services.”
