Seongbuk-gu, Seoul (Mayor Lee Seung-ro) announced on the 12th that it will provide residents who report vulnerable households with gift certificates worth 30,000 KRW per case. The district introduced this system by enacting an ordinance on the discovery and support of vulnerable households to uncover welfare blind spots and prevent solitary deaths.
The reporting targets are households in crisis situations requiring assistance due to unemployment, health issues such as illness or disability, economic difficulties, and more. Reports can be made by visiting or calling the local community service center. Additionally, reports can be submitted through Seongbuk Hope Talk, Bokjiro, and the Welfare Crisis Alert app.
Once a report is received, the relevant community service center visits the household to assess living conditions. If the household qualifies as a basic livelihood security recipient, near-poverty class, single-parent family, or is selected under the Seoul-type basic security system, the reporter will be rewarded.
However, rewards are excluded if the report is made by a mandatory reporter or public official under the "Act on the Use and Provision of Social Security Benefits and the Discovery of Beneficiaries," if the report is made by the vulnerable household itself or its relatives, or if the household is already a recipient of social security benefits. Also, if multiple reports are received for the same household, only the first reporter will be rewarded.
Mayor Lee Seung-ro said, “To eliminate welfare blind spots and prevent solitary deaths, cooperation from local residents who pay attention to and report neighbors in difficult situations is necessary,” and added, “We ask for the active participation of all residents.”
