Gangdong-gu Introduces 'Real-Name System for Public Building Managers' Gangdong-gu introduces the 'Public Building Manager Real-Name System,' which allows users to check the history from building planning to design and construction by scanning the QR code on the completion signboard. Seoul Gangdong-gu District Office (District Mayor Lee Su-hee) announced on the 12th that it will be the first in the nation to introduce the ‘Public Building Responsible Person Real-Name System,’ which discloses the construction history and the person in charge at each stage of public buildings.


The Public Building Responsible Person Real-Name System is a system that publicly discloses the history of all responsible persons involved in each stage of a project so that anyone can view it. Gangdong-gu decided to introduce this system by adding a QR code to the completion plaques to enhance transparency in public construction projects, increase accountability of those in charge, and prevent poor-quality construction.


Completion plaques for general buildings are required to include the project name, construction period, construction cost, ordering agency, designer, supervisor, contractor, seismic grade, and seismic capacity. Although there have been cases where the names of persons responsible for each process were recorded, it was not mandatory, so in many cases, the persons in charge could not be identified depending on the building.


With the implementation of this system, Gangdong-gu’s public buildings will have QR codes added to the completion plaques that allow confirmation not only of the existing mandatory information but also the project purpose, history of responsible persons, and building explanations (design intent, site and building characteristics). Any local resident can scan the QR code with a smartphone to be connected to the Gangdong-gu District Office website and easily access building information.


Additionally, the district plans to create a ‘Public Building Management Card’ to record and manage the entire history from the planning stage to design, commencement, and completion of public buildings. This is intended to ensure that even if the department responsible for building management changes after the construction project is completed, construction-related information and persons responsible for each process can be clearly identified.


Yoo Young-seop, Head of the Architecture Division of Gangdong-gu, said, "We will make further efforts to complete construction with a responsible attitude through the introduction of the Public Building Responsible Person Real-Name System."
