Awarded Excellence Prize at Manifesto Best Practice Competition
"Shining as a Leading ESG City"... Efforts Toward Carbon Neutrality
Haenam-gun, Jeollanam-do (Governor Myung Hyun-kwan) received the Excellence Award in the Climate, Environment, and Ecology category at the ‘2024 National Basic Local Government Heads Manifesto Best Practices Competition’ hosted by the Korea Manifesto Practice Headquarters.
According to the county on the 2nd, the competition was held over two days from the 30th to the 31st of last month at Inje University in Gimhae, Gyeongnam. Through the first round of screening, 186 projects were selected, and after the second round of on-site presentations and evaluations, the best practices in each category were announced.
Haenam-gun attracted great attention by presenting excellent policy cases under the theme of “ESG Leading City, Haenam’s Pride for Future Generations, Green Carbon Neutrality No. 1, Clean Hae~nam” in the climate, environment, and ecology category, achieving the honor of receiving the Excellence Award.

Through participation in this best practices competition, Haenam-gun publicized various projects it is implementing as the carbon neutrality No. 1 and top Haenam leading climate change response, including △setting Haenam-type ESG as a major policy direction in the 8th local government administration △appointing committees and establishing basic plans for building a carbon neutrality foundation △constructing resource circulation infrastructure for a zero-waste city Haenam △creating carbon-neutral villages led by residents.
In particular, the resource circulation three-dimensional experience education center within the Haenam Resource Circulation Complex Center, the first of its kind in Jeollanam-do, which utilizes AR and media facades, was highly evaluated for enabling children to learn the importance of resource circulation in a fun and easy way.
Additionally, creative resource circulation programs such as “Save the Turtle” and “Can Art” received great responses from the local community and visitors, establishing themselves as core hubs for future resource circulation, which was highly praised by the judges.
Thus, Haenam-gun has continued its record of excellence by winning awards for three consecutive years from 2019 to 2021, and earlier this year, it was the only local government in Jeollanam-do to receive the highest grade for six consecutive years in pledge fulfillment and information disclosure evaluations since the 7th local government administration. With this Excellence Award, Haenam-gun is writing a new record of trusted administration with the best results through the second year of the 8th local government administration.
Governor Myung Hyun-kwan said, “Following the highest grade in manifesto pledge fulfillment, this Excellence Award is especially meaningful as it is the result of efforts to keep promises made to the residents during the 8th local government administration,” adding, “We will continue to become a leading local government in carbon neutrality and climate change response by operating a climate change response cluster, establishing a carbon neutrality education center, and fostering advanced strategic industries centered on renewable energy.”
