Seoul Eunpyeong-gu (District Mayor Kim Mi-kyung) announced on the 2nd that starting this month, it will pilot the operation of ‘Safe Security Guards at Dong Resident Centers’ in four neighborhoods to protect the staff and visiting civil petitioners.
The ‘Safe Security Guards’ will be stationed during the operating hours of the Dong Resident Centers and will protect staff and other visitors in emergency situations, such as when malicious petitioners visit. They will be initially deployed in four neighborhoods with a high number of visitors?Nokbeon-dong, Bulgwang 1-dong, Yeokchon-dong, and Jingwan-dong?for the pilot operation. The district plans to expand the program next year based on satisfaction survey results after the operation.
In response to recent cases of suffering caused by habitual and repetitive petitioners or malicious petitions involving assault and threats, the district allocated its first supplementary budget this year to promote this project.
Meanwhile, according to a survey conducted by the Anti-Corruption and Civil Rights Commission over two months starting in March, the number of malicious petitioners nationwide was found to be 2,784. Among them, 1,372 were from basic local governments, accounting for half of the total.
