Seo-gu, Gwangju Metropolitan City (District Mayor Kim Ikang) announced on the 31st that it has finally selected six outstanding ideas through a recent regulatory reform idea contest.
The grand prize was awarded to Yu Chung-an, an administrative officer from the Taxation Division 2, who proposed the idea that "specific standards should be established to prevent crimes within urban maintenance areas caused by redevelopment and reconstruction."
Officer Yu suggested, "Despite repeated occurrences of criminal acts and illegal dumping of waste in urban maintenance areas, there is no responsibility obligation for the business operators, resulting in public funds being used for illegal household waste disposal," and proposed, "The Urban Maintenance Act should be amended to strictly punish violations of order."
The excellence awards went to Cho Mi-young, team leader of the Dementia Safety Center, and Park Juhyun, administrative officer of the Aging Society Policy Division, who proposed ▲unifying cognitive function test tools for health checkups for those aged 66 and over and ▲preventing damage to and enhancing the stability of regional housing association members.
The encouragement awards were given to proposals on ▲expanding the non-smoking zone to a radius of 10 meters around children's parks (Kim Hyemi, administrative officer of the Public Relations Office), ▲advancing the payment date of livelihood benefits to support the normal operation of welfare facilities (Jung Sunwoo, administrative officer of the Welfare Benefits Division), and ▲abolishing regulations on auction monopolies by agricultural and marine product wholesale corporations (Oh Mijeong, administrative officer of the Audit Office).
Seo-gu holds the "Regulatory Reform Idea Contest" annually to discover and improve unreasonable regulations that hinder residents' lives and business and economic activities, and this year, 137 ideas were submitted.
Among the submitted ideas, those involving improvements to central laws will be proposed to the relevant central government ministries, and local regulations will be reviewed by the relevant departments and the Regulatory Reform Committee for internal adjustments.
District Mayor Kim Ikang said, "Starting with field-centered work and viewing tasks from the residents' perspective is the beginning of proactive administration," adding, "We will improve and change even the smallest inconveniences to raise the happiness index of residents without missing anything."
