Nakao and TMEF Take Lead on 'Refund First, Collect Later' (Comprehensive Report 2)

Naver Pay and Kakao Pay to Start Advance Payments on 28th
Toss Pay and Payco Begin Support via Intermediary Applications

As consumer damages occur due to the unsettled payment crisis involving TMON and WEMAKEPRICE, Naver Pay and Kakao Pay have taken proactive refund measures. Toss Pay began accepting disputes the day before, and Payco plans to open a dispute channel on the 28th.


According to Kakao Pay on the 27th, TMON and WEMAKEPRICE users can receive payment cancellations and refunds by entering their Kakao Pay payment details along with order and delivery status. The payment cancellation submission window is expected to open around 12 PM on the 28th on the Kakao Pay application (app) and KakaoTalk customer center.


A Kakao Pay official stated, "Since the 24th, we have been receiving refund mediation requests and cooperating with TMON and WEMAKEPRICE to support the fastest possible processing," adding, "To prevent prolonged damages, we decided to implement more proactive protection measures ahead of TMON and WEMAKEPRICE's actions."


On the same day, Naver Pay also announced proactive measures. Consumers who used TMON and WEMAKEPRICE via Naver Pay can apply for payment cancellation and refunds by attaching screenshots of their payment and purchase history. Even if they have already requested cancellation or refund through their card company, they can separately request it through Naver Pay. Applications will be accepted starting from 10 AM on the 28th, and Naver Pay plans to complete payment cancellations and refunds within 48 hours after the application.


Once the payment cancellation is completed, payments made with Naver Pay points or money will be refunded immediately. Card payments will take approximately 2 to 5 days, and for payments made in the previous month, the amount will be deducted from the card statement. Consumers can check the exact refund timing by contacting their respective card companies.

Toss Pay has guided the dispute (objection) application procedure to support payment cancellations and refunds for TMON and WEMAKEPRICE users. Toss Pay opened the dispute submission window the day before and requested lists from TMON and WEMAKEPRICE regarding on-site cancellations, product delivery, and usage completion status. A Toss Pay official said, "We plan to proceed with the cancellation process in cooperation with TMON and WEMAKEPRICE based on this list," adding, "We will do our best to minimize consumer damages."


NHN Payco will operate a dispute channel from 10 AM on the 28th and assist in smooth refund procedures. Refund applications can be submitted via the link posted in the notices on the Payco app and website. Payco is known to proceed with payment cancellations after confirming delivery status and on-site refund availability with TMON and WEMAKEPRICE. Although Payco does not provide advance payments, it will promptly verify dispute submissions and notify the processing results through app alerts.
