Asked a question to lure teacher to seat and filmed lower body
Teacher Rights Protection Committee unanimously decides to file charges

Education authorities have reported a high school student to the police for secretly filming a teacher with a mobile phone during class.


On the 27th, the Gyeonggi Provincial Office of Education reported that it filed a complaint with the police against a first-year high school student, A, attending a local high school, on charges of violating the Special Act on the Punishment of Sexual Crimes (filming using a camera, etc.), according to Yonhap News Agency. It was investigated that in May, during class, A raised his hand and asked a question, causing teacher B to come to the desk next to him, and while pretending to listen to the explanation, secretly filmed teacher B’s lower body with his mobile phone.

A claimed, "I was trying to film a friend sitting next to me," but a video of teacher B was found on his phone. After receiving a report of the incident from teacher B, the Office of Education held a Teacher’s Rights Protection Committee meeting and unanimously decided to file a complaint against A. The Gyeonggi Provincial Office of Education’s Teacher’s Rights Protection Committee consists of 11 members: two education office staff, one retired principal, one current teacher, one parent, two provincial assembly members, one lawyer, two professors, and one conflict resolution expert.


The Gyeonggi Provincial Office of Education’s Teacher’s Rights Protection Committee has judged this as a serious infringement of teacher’s rights, and this year, there have been a total of four cases reported. The previous three cases were all reported by parents, and A is the first student to be reported.


Meanwhile, on the 17th, the prosecution demanded a five-year prison sentence in the appeal trial for individuals who were sentenced to prison in the first trial for secretly installing cameras in a female teacher’s restroom at a high school in Daejeon and illegally filming.


The prosecution, in the 5-3 Criminal Division of the Daejeon District Court, requested five years and three years imprisonment respectively for C and D, who were indicted for violating the Special Act on the Punishment of Sexual Crimes (filming using a camera, etc.). At the time of the crime, they were third-year high school students and were tried for filming teachers’ body parts 44 times in their school classrooms from March to August of last year, and for installing illegal cameras in the female teachers’ restroom. They used pen-shaped cameras for illegal filming and even provided some of the videos to unknown persons. The school requested a police investigation in August last year and expelled them.


In the first trial, C, who was a minor at the time, was sentenced to two years and six months in prison with a two-year suspended sentence, and D, an adult, was sentenced to one year and six months in prison, and both were taken into custody. In the final arguments of the appeal trial, C said, "I deeply regret having committed actions that should not have been done out of wrongful desire, ruining the victims’ daily lives and leaving lifelong scars," and D pleaded for leniency, saying, "With twisted desires and selfish thoughts, I destroyed the victims’ healthy lives. I will repent for my mistakes for the rest of my life and engrave them in my heart." The appeal court is scheduled to deliver its verdict on the 23rd of next month.
