City to Designate Operators and Sign Implementation Agreement Next Month... Target Completion by 2029
Connecting Hyangnam District, Namyang New Town, and Songsan Green City via Shortest Routes
A green light has been given to the construction project of the high-speed road between Balan and Namyang in Hwaseong-si, Gyeonggi-do.
Hwaseong City announced on the 25th that the designation of the project implementer and the implementation agreement for the Balan-Namyang high-speed road private investment project were reviewed and approved by the Ministry of Strategy and Finance's Private Investment Project Deliberation Committee on the same day.
With a total project cost of 446.3 billion KRW funded by private capital, this project is one of the routes aimed at supplementing the north-south axis arterial road network and establishing an internal circulation road network in Hwaseong City. It is planned as a 15.36 km long, 4-lane road connecting Sangsin-ri in Hyangnam-eup to Songnim-ri in Namyang-eup. The route will include four interchanges: Balan, Paltan, Musong, and Songnim.
In particular, this route will connect major districts in the Hyangnam and Namyang areas, such as Hyangnam District, Namyang New Town, and Songsan Green City, via the shortest distance. Once the route opens, the travel time for the Hyangnam-Namyang-Ansan section, which currently takes 40 minutes, is expected to be reduced by half to about 20 minutes.
This project was initiated as a private investment proposal in 2017. After designating the negotiation partner in 2020, the city completed negotiations on the implementation agreement in 2022. Following additional negotiations this year, the project implementer designation and the implementation agreement passed the private investment project review on the same day.
The city plans to sign the project implementer designation and implementation agreement with Balan Namyang Road Co., Ltd. (tentative name) next month. The city aims to start construction in 2026 and complete it as early as 2029.
Jung Myung-geun, mayor of Hwaseong City, said, "The Balan-Namyang high-speed road will improve accessibility in the southwestern region of Hwaseong City and greatly contribute to regional economic development. We will do our best to ensure that the remaining internal circulation road network projects, such as Hwaseong-Osan and Maesong-Dongtan sections, proceed smoothly and sequentially."
