Gwangjin-gu Establishes Culture and Education Bureau... Midterm Organizational Restructuring of the 8th Elected Administration

Gwangjin-gu (Mayor Kim Kyung-ho) implemented an organizational restructuring as of July 22 to ensure successful policy execution and efficient organizational management in the second half of the 8th term of the elected administration.


This restructuring established 1 new bureau, 1 new division, and 10 new teams, while integrating and abolishing 7 teams, resulting in a structure of 7 bureaus, 2 offices, 33 divisions, 1 branch office, 4 sections, 1 sub-branch, 15 neighborhoods, and 210 teams.


The main points of the restructuring include ▲realizing the core pledge of a cultural and educational city ▲adjusting department and team tasks to emphasize efficient organizational management ▲expanding integrated operation of welfare teams at community service centers.


First, the Culture and Education Bureau was newly established. The bureau includes the Culture and Arts Division, Sports Promotion Division, Education Support Division, and Lifelong Education Division. By bringing culture and education together, a synergistic effect is expected. To strengthen lifelong education through customized learning tailored to each life stage from children to adults, the Lifelong Education Division was created. For systematic college entrance support, the Career and Academic Support Team was newly formed, and the Education Cooperation Team was established to solidify educational infrastructure.


Additionally, departments were rearranged for efficient organizational management. The Finance Division and Smart Information Office, which have strong administrative support roles, were moved under the Administrative Support Bureau. The Welfare Policy Division and Welfare Survey Management Team were transferred to the Social Welfare and Disabled Division, and the Self-Support Team of the Social Welfare and Disabled Division was moved to the Senior Welfare Division. This is expected to enable the organization to operate more swiftly.


Functionally overlapping or similar teams were integrated or abolished. The Urban Regeneration and Building Planning tasks were combined into the Urban Strategy Development Team, and the Senior Policy and Senior Care tasks were merged into the Senior Policy Team. Furthermore, the welfare resource and welfare care teams in Junggok 1-dong, Guui 3-dong, Gwangjang-dong, and Hwayang-dong were unified into a single Resident Welfare Team to provide one-stop welfare services.


Other changes include the establishment of the Audit Office’s Civil Complaints Response Team for systematic complaint handling, the Civil Complaints and Passport Division’s Civil Complaints Processing Team for comprehensive processing of 30 types of permits and licenses, and the Resident Support Team for the operation and support of community centers, reflecting various organizational adjustments.


Kim Kyung-ho, Mayor of Gwangjin-gu, stated, “We focused on realizing the core strategy of the 8th term, which is to become a cultural and educational city. This organizational restructuring is the result of repeated deliberations to create changes that residents can feel as we enter the second half of the 8th term.
