Busan City Receives Presidential Commendation at the 4th Proactive Administration Government Awards

Ranked No.1 in 2024 Local Government Active Administration Evaluation... Result of Efforts to Foster a Culture of Active Administration

Busan Metropolitan City was the only metropolitan local government to receive the 'Presidential Citation' at the '4th Proactive Administration Merit Government Award Ceremony,' jointly hosted by the Ministry of the Interior and Safety and the Ministry of Personnel Management.

Busan City awarded the Presidential Citation in the 4th Active Administration Meritorious Government Awards.

Since 2020, the Ministry of the Interior and Safety (evaluating local governments and local public corporations) and the Ministry of Personnel Management (evaluating central and public institutions) have selected organizations and employees from central administrative agencies, local governments, public institutions, and local public corporations who have achieved exemplary results through proactive administration as recipients of the 'Proactive Administration Merit' government award.

This award was given as a result of Busan being ranked first among metropolitan local governments (the highest score nationwide/90.4 points) in last year's comprehensive evaluation of proactive administration by the Ministry of the Interior and Safety, with the award level confirmed at this government award ceremony.

The Ministry of the Interior and Safety conducts a comprehensive evaluation of proactive administration for local governments.

In March, to promote a culture of proactive administration, a 'Comprehensive Evaluation Panel for Proactive Administration' and a 'Citizen Evaluation Panel' composed of private experts evaluated the 2023 performance of 243 local governments nationwide.

At the award ceremony, Vice Mayor for Administrative Affairs Lee Joonseung attended and received the 'Presidential Citation' directly from Prime Minister Han Ducksoo, recognizing Busan as a local government that achieved outstanding results through proactive administration.

The award ceremony was held on the 18th at the Protocol Event Room, Building 1, Government Complex Sejong.

Last year, Busan made significant efforts to foster a culture of proactive administration across all areas, including the pilot operation of the Proactive Administration Mileage System, expansion of the On-Site Proactive Administration Advisory Group (Consulting Group), operation of protection guidelines for proactive administration officials, joint meetings of proactive administration officers with districts, counties, and public corporations, and continuous selection of outstanding proactive administration officials.

In particular, Busan's exemplary proactive administration cases, such as 'The nation's first! Implementation of smart tolling on Gwangan Bridge, allowing all lanes and all vehicle types to pay tolls without stopping,' and 'The nation's first! Promotion of VAT refunds for performance halls in buildings under construction with both taxable and tax-exempt businesses,' received high scores from the comprehensive evaluation panel and the citizen evaluation panel.

Mayor Park Hyungjoon stated, "Being selected as an excellent institution in the proactive administration performance evaluation for four consecutive years and receiving the Presidential Citation as the top metropolitan local government is a meaningful result that acknowledges our continuous efforts for proactive administration. We will continue to do our best to bring about substantial changes in the public sector for the happiness of our citizens."
