Nowon-gu, Seoul (District Mayor Oh Seung-rok) announced that Kang Moon-young, an administrative officer who integrated KakaoTalk service into tax delinquency notifications, received a medal at the Ministry of the Interior and Safety’s ‘4th Active Administration Merit Awards.’


The Ministry of the Interior and Safety annually selects and awards public officials and organizations that have achieved outstanding results by performing proactive and creative administration for the public.


At this event, Prime Minister Han Duck-soo personally awarded medals to a total of four recipients (including one organization), including Kang Moon-young from Nowon-gu Office, and encouraged the awardees.


Kang Moon-young earned this honor by innovatively improving the existing method of notifying tax delinquencies via paper notices to KakaoTalk-based delinquency notifications.


While working in the Collection Division, Kang frequently witnessed cases where taxpayers failed to recognize their delinquencies due to non-delivery caused by mismatched actual residence during postal delivery or lost notices, which often led to disputes and complaints.


Additionally, paper notices were exposed to risks of personal information leakage.


In response, Kang began exploring an electronic notification method that could increase the receipt rate of delinquency notices without collecting mobile phone numbers, ensuring readability and convenience without concerns of spam.


As a result, Kang applied KakaoTalk service to delinquency notifications, enabling taxpayers to receive tax delinquency notices that only they can verify via KakaoTalk, reducing the risk of personal information leakage, and improved the system to allow easy mobile payment upon confirming delinquency. This contributed not only to enhancing taxpayer convenience and reducing budget costs but also to improving work efficiency by designing the system so that even staff with limited IT knowledge could handle tasks smoothly.


Notably, this system improvement was achieved through an innovative approach using regulatory sandbox technology that broke away from conventional work practices. It was highly evaluated for designing and implementing a process that allows easy verification and one-stop simple payment on mobile devices, which has been disseminated throughout Seoul and other local governments nationwide.


The district is demonstrating concrete results by discovering leading projects that contribute to protecting taxpayers’ rights and enhancing convenience through groundbreaking ideas. Representative examples include the nation’s first ‘Kakao Notification Talk Refund Guidance Service,’ which began pilot operation in November last year, and the operation of night tax consultation offices for office workers who find it difficult to visit the district office during weekday daytime hours.


District Mayor Oh Seung-rok said, “Congratulations to Kang Moon-young on receiving the medal,” and added, “We will continue to spread the active administration mindset and systematically manage major projects so that residents can experience improved administration.”
