Jungnang-gu (Mayor Ryu Gyeong-gi) aims to create an efficient organizational culture and enhance integrity by strengthening internal controls.


Internal control is a series of processes in which members autonomously manage and control issues that hinder the ultimate goals of an institution.


Unlike internal audits, which focus on post-verification, internal control emphasizes prevention. The goal is to prevent administrative errors or corruption that may occur during work processes in advance, thereby improving work efficiency and increasing residents' trust in administration.


The district plans to establish an internal control system that supports employees in checking the goals of their tasks, identifying problems, and taking necessary actions on their own.


First, it will strengthen the use of the existing autonomous internal control systems such as the Cheongbaek-e system, self-management system, and self-diagnosis system to help perform internal controls through repetitive systems.


Additionally, it will annually discover specialized internal control priority tasks according to external environments and resident demands. Furthermore, due to the nature of public organizations, daily tasks and systems performed under laws and guidelines will be selected and managed separately through a two-track approach.


In particular, priority tasks focused on the institution head’s determination to achieve goals and employees’ core competencies will mainly be discovered around pledge projects or new projects to accelerate goal achievement. These discovered priority tasks will be designed reflecting internal control components and principles, analyzed and intensively managed by detailed fields such as finance, information, regulations, safety, and communication, thereby encouraging proactive administration by employees. Routine tasks that can be automatically controlled will be managed through continuous monitoring via the autonomous internal control system.


Ryu Gyeong-gi, Mayor of Jungnang-gu, said, “By strengthening the autonomous internal control system of employees, we will secure the accountability of public organizations and prevent administrative errors or corruption that cause inconvenience to residents in advance.” He added, “We will continue to do our best for transparent administration that residents can trust.”
