'Attendance at National Assembly RE100 Forum' Kim Dong-yeon "Will Launch Climate Satellite Next Year" Gyeonggi Province Governor Kim Dong-yeon is taking a commemorative photo with members of the National Assembly and other attendees after participating in the discussion forum titled "Global RE100 Pressure and Korea's Response" held at the National Assembly on the 16th.

Kim Dong-yeon, Governor of Gyeonggi Province, announced that Gyeonggi Province is the first in South Korea to promote the launch of a ‘climate satellite.’ He also added that they are preparing ‘climate insurance’ to address the climate gap caused by the climate crisis.


On the 16th, during his opening remarks at the ‘Global RE100 Pressure and Korea’s Response’ forum held at the National Assembly, Governor Kim said, "The launch of the climate satellite is planned to begin next year," and explained, "If Gyeonggi Province becomes the first in the country to possess a climate satellite, it will be able to secure various climate data and video information necessary for disaster preparedness, agriculture and livestock sectors, urban expansion, and development."


He continued, "This means that the climate crisis response strategy can be advanced," and introduced, "Furthermore, it will enable the creation of new industries based on satellite imagery."


In addition, he emphasized, "Climate insurance is a social security system that provides a certain amount of support when vulnerable groups such as low-income earners and the elderly receive diagnoses for diseases or injuries caused by climate disasters like heatwaves, cold waves, or infectious diseases," and added, "Gyeonggi Province aims to implement this within the year."


Governor Kim drew attention by explaining the role of the government in terms of the concept of ‘public goods’ on the same day.


He first said, "Yesterday marked the first anniversary of the Osong underpass disaster. Since I worked in Sejong for quite some time, I must have passed through the Osong Gungpyeong underpass several times," and lamented, "On the first anniversary of the disaster yesterday, I once again prayed for the souls of the victims. However, no government officials expressed condolences at the citizens’ memorial service. The government was absent at the Osong Gungpyeong underpass."


He then questioned, "Why does the government exist? What role should it play?" and added, "The government must provide ‘public goods.’ Public goods are those that cannot be procured through the market, such as national security, public order, citizen safety, basic research, and various social overhead capital (SOC)."


He further stated, "Responding to the climate crisis is no different from national security or public order," emphasizing, "The first public good that the government must provide is climate crisis response."


Moreover, he promised, "We will show that Gyeonggi Province is definitely different," and "We will strive to serve as a model for the central government."


On the same day, Governor Kim also cited ‘solving income polarization and economic inequality, and establishing democracy’ as ‘active public goods’ that the government should provide, in addition to responding to the climate crisis.
