Completion of Flood Detection Devices and Entry Blockage Facilities at Flood-Prone Underpass
Proactive Operation of Disaster Safety Countermeasures Headquarters, Operation of Preliminary Reinforcement Stage
On the 15th, Seoul Mayor Oh Se-hoon visited the Dobong Underpass located along the Jungnangcheon Stream and stated, "We will make thorough preparations to prevent flooding accidents." Following the completion of flood detection device installations and other measures in flood-prone areas of underpasses across the city, Seoul has also expanded its disaster safety response system to six levels to enhance proactive response capabilities.
That morning, Mayor Oh received a report on flood and typhoon countermeasures for all 165 underpasses in Seoul from Kim Seong-bo, Director of Seoul's Disaster and Safety Office, at the Dobong Underpass Management Office, and confirmed safety measures such as management and control. Earlier, on June 18, Mayor Oh inspected the Sadang IC detention basin expansion site and Gwanaksan Lake Park to review progress and flood preparedness, and on May 17, he presided over the '2024 Flood and Typhoon Safety Measures Progress Report Meeting.'

Currently, Seoul has completed the installation of flood detection devices, entry blocking facilities, and electronic entry prohibition signs in flood-prone underpass areas. Emergency evacuation facilities such as emergency ladders (79 locations) and emergency exits (11 locations) have also been installed. Four managers per underpass, totaling 660 personnel, have been designated. These teams consist of facility management agencies, autonomous disaster prevention groups, and police, responsible for on-site monitoring, vehicle control, and site recovery.
Seoul plans to operate an advanced 'Flood and Typhoon Disaster Safety Countermeasures Headquarters' for proactive response. To this end, starting this year, the existing five-level response system will be expanded to six levels with the addition of a 'preliminary reinforcement' stage. This reinforcement stage corresponds to a situation where daily rainfall does not exceed 30mm, but atmospheric instability predicts sudden heavy rain. When this stage is declared, flood and typhoon officials from the city and autonomous districts begin emergency duty.
Mayor Oh said, "We will make every possible preparation to prevent flooding accidents during the rainy season," and urged, "We ask for the cooperation of vehicles passing through when the underpass entry blocking facilities are activated during flooding situations."
