"Blunt Expression of 'Neck Flying Off'"
Unusual Advertisement Receives 'Great Praise' from Citizens
A video uploaded on Gwangyang City's YouTube channel has received a heated response among netizens. It is a public service advertisement created with the intention of eradicating corrupt solicitations involving public officials, and it has been praised for its striking direction that captured attention.
The video was posted on social media platforms such as YouTube Shorts on the 28th of last month. It introduces public officials who accept bribes and engage in corrupt solicitations, then features a somewhat extreme scene where the official’s head is pulled off and thrown as a form of punishment.
However, the crude special effects combined with the earnest performances of the public officials created a subtle synergy that earned high praise from netizens. Comments included, "(If you commit corruption) they literally express that your head will be chopped off," "Government offices, how did only the neck get severed," and "Supporting Gwangyang City Hall for executing capital punishment on corruption."
At the end of the video, there is a scene where a public official, who was trying to take care of a friend’s pet dog, is misunderstood as engaging in corrupt solicitation, leading to his head being pulled off, only to be reattached above the neck. This also received positive feedback such as, "I came here because of this (Gwangyang City YouTube channel)," and "This video is definitely going to go viral."
The video was produced by 'Oroshi Gwangyang,' the official YouTube channel of Gwangyang City. This channel creates and uploads various videos, such as promoting Gwangyang City’s tourist courses and introducing the work of public officials. Fresh content like vlogs of city firefighters and job interviews with POSCO Gwangyang Steelworks workers are also planned.
Meanwhile, under the current Improper Solicitation and Graft Act, both public officials who receive corrupt solicitations and those who make such solicitations directly or through third parties while performing their duties can be punished. Those who make corrupt solicitations to public officials may be fined up to 30 million KRW. Public officials who accept corrupt solicitations and perform their duties accordingly may face imprisonment of up to two years or a fine of up to 20 million KRW.
