Starting December 27, the government will allow all citizens aged 17 and older to obtain a mobile resident registration card. Once issued, the mobile resident registration card can be conveniently stored on a mobile phone, eliminating the need to carry a physical resident registration card.
The mobile resident registration card can be issued free of charge after identity verification at the Eup, Myeon, or Dong community service centers. Those who have already received a physical resident registration card with an IC chip can obtain the mobile resident registration card without visiting the community service centers.
Seal Certificate Issued Free of Charge on Government24
From September 30, the seal certificate, which previously required a visit to the community service center, can be issued free of charge through the ‘Government24’ website. The online issuance applies to general seal certificates that are not intended for submission to courts or financial institutions. It is limited to cases where the certificate is issued for submission to administrative agencies for license applications, subsidy projects, or for purposes such as career verification.
Installation of 'Drunk Driving Prevention Device' Required When Caught Drunk Driving
To prevent habitual drunk driving, a system requiring the installation of drunk driving prevention devices will be introduced. If a person caught drunk driving is caught again within five years, they must drive only vehicles equipped with a drunk driving prevention device for a certain period (2 to 5 years). The device tests the driver’s breath for alcohol before starting the engine and only allows the engine to start if no alcohol is detected.
Medical Institutions to Notify of Childbirth... Preventing Omission of Childbirth Registration
A childbirth notification system will be introduced to prevent omissions in child birth registration. Starting July 19, when a child is born at a medical institution, the birth information will be notified to the heads of cities, eup, or myeon through the Health Insurance Review and Assessment Service. The heads of cities, eup, or myeon will verify whether the birth has been registered and can take necessary actions such as official birth registration. This notification system allows official confirmation of a child’s birth through medical institutions, aiming to prevent risks such as unregistered children being harmed, abandoned, or abused.
Change in KATUSA Recruitment Period... Applications in July, Selection in September
The recruitment period for KATUSA (Korean Augmentation To the United States Army) will be changed. Starting with the 2024 selection (for enlistment in 2025), applications will be accepted in July and selections will be made in September. Previously, applications were accepted in September and selections were made in November, which limited enlistment application opportunities for those not selected within the same year. From 2024, the earlier recruitment schedule will allow applicants to know their selection status about two months earlier, in September. This change will expand enlistment application opportunities for those not selected as KATUSA by allowing them to apply for regular or additional active duty recruitment and choose their enlistment options within the same year.
