Gyeonggi-do Establishes AI Bureau, International Cooperation Bureau, and Immigration Society Bureau... Flexible Governance in the Second Half of the 8th Elected Term Gyeonggi Provincial Government

Gyeonggi Province will establish new bureau-level organizations such as the AI Bureau, International Cooperation Bureau, and Immigration and Society Bureau in July.


Gyeonggi Province announced that the "Partial Amendment to the Gyeonggi Province Administrative Organization and Staffing Ordinance," which includes these changes, passed the plenary session of the 375th regular meeting of the Gyeonggi Provincial Council on the 27th. This organizational restructuring will be implemented from mid-July after revising enforcement rules.


Gyeonggi Province explained that this reorganization focuses on establishing a system to promote campaign promises such as discovering future growth industries and responding to the climate crisis, emphasizing proactive responses to new and important administrative demands reflecting changes in the times.


The core of this reorganization is the establishment of three new bureaus: the AI Bureau, International Cooperation Bureau, and Immigration and Society Bureau.


The AI Bureau consists of the AI Frontier Project Division, AI Industry Promotion Division, AI Future Administration Division, and AI Data Infrastructure Division. To lead the innovation brought by the AI era, it will comprehensively promote discovering citizen services, creating AI clusters, nurturing AI professionals, accumulating and opening data, building data centers and cloud infrastructure, and fostering industries related to AI infrastructure construction.


The International Cooperation Bureau was newly established as a bureau-level organization by separating relevant tasks from the Economic Investment Office to strengthen international cooperation in youth and culture, attract investments worth 100 trillion won, and support export companies in response to the new Cold War international order caused by US-China conflicts, the Russia-Ukraine war, and Middle East crises.


The Immigration and Society Bureau reflects the reality of Gyeonggi Province, which has about 660,000 foreign residents, the highest nationwide. It expands existing simple support tasks such as multicultural and labor support to comprehensively promote the integration of immigrant society in areas including housing, education, welfare, and employment for foreign residents. Efforts to attract the Immigration Office will also be pursued.


In particular, it is expected to play an important role in establishing and implementing measures following the recent Hwaseong factory fire accident.


On the 26th, Governor Kim Dong-yeon identified industrial safety and migrant worker issues as priority tasks to be resolved after managing the Hwaseong factory fire accident during a meeting with the press. He also emphasized the need for safety, medical, housing, and education measures for migrant workers to solve these problems.


In this reorganization, the Lifelong Education Bureau was renamed the Future Lifelong Education Bureau in response to the Provincial Council's opinion, and the Youth Opportunity Division, formerly under the Social Economy Bureau, was moved to the Education Bureau to expand roles and functions for nurturing future talents.


To promote the establishment of the Gyeonggi Northern Special Autonomous Province, a key task of the 8th elected administration, the Gyeonggi Northern Special Autonomous Province Promotion Team was upgraded from a level 3 officer to a bureau, and the Planning General Division and Special Policy Division were newly established to strengthen functions so that the Gyeonggi Northern Special Autonomous Province can receive maximum guarantees in administration, finance, and regulatory exceptions.


Additionally, to enhance the democracy and independence of audits through expanded citizen participation, the sole auditor system was converted into a collegial audit organization called the "Audit Committee," and the Ombudsman was separated from the auditor to establish the "Citizen Rights Committee" to strengthen monitoring functions from the citizens' perspective.


Governor Kim Dong-yeon said, "With the cooperation of the Gyeonggi Provincial Council, we have prepared the driving force for the second half of the 8th elected administration's provincial government operation. I am grateful." He emphasized, "If Gyeonggi Province changes, Korea changes. We will create various foundations and opportunities to prepare for the future society, including AI and immigration society support."
