Jung-gu, Seoul (Mayor Kim Gil-seong) announced on the 27th that it will carry out an organizational restructuring effective from the 1st of next month to fulfill campaign promises and promote resident-centered policies. According to the reorganization, the main office, which previously consisted of 5 bureaus, 2 deputy directors, and 32 divisions (145 teams), will be changed to 6 bureaus, 2 deputy directors, and 34 divisions (147 teams).


Jung-gu plans to establish a new "Economic and Cultural Bureau" to revitalize the local economy and realize Jung-gu as an economic city. Reflecting the district’s characteristics, which include having the largest number of traditional markets in Seoul and various tourist resources such as Myeongdong, the top tourist destination, functions related to markets, tourism, sports, and jobs have been consolidated into one bureau. The goal is to maximize the use of Jung-gu’s infrastructure to strengthen its economic city functions and enhance expertise.


Additionally, the existing Tax Division 1 and Tax Division 2 will be separated and newly established as the Tax Management Division, Property Tax Division, and Local Income Tax Division according to tax sources and functions. This is to effectively manage tax sources and collect revenue under difficult local financial conditions to operate sound finances. It also aims to make tax administration easier for residents, the administrative service users, to understand.


Mayor Kim Gil-seong has expressed his determination to focus on detailed administration that residents can feel in their daily lives during the latter half of his remaining term. Accordingly, a new Policy Cooperation Division will be established within the Planning and Finance Bureau to develop small but effective policies and systematically monitor the implementation of major tasks. The Policy Evaluation Team within this division will take charge of revitalizing external public offering projects by actively discovering and applying for such projects. Through these public offerings, the district aims to secure external funding and strengthen its external competitiveness to shape the future of Jung-gu.


Furthermore, to improve integrity and prevent corruption, a Clean Policy Team will be newly established under the Audit Office. The existing Conflict Management Team under the Audit Office will be transferred to the Policy Cooperation Division to continue its work. It is expected that Jung-gu’s conflict management capabilities will be further strengthened, as it was the first autonomous district in Seoul to establish a Conflict Management Team.


Mayor Kim Gil-seong stated, “We have completed all preparations for the second half of the 8th elected term by organizing mixed tasks, reinforcing personnel, and enhancing operational efficiency and productivity of the organization. With a renewed mindset, we will steadily implement on-site policies that residents can feel directly and enjoy benefits in their daily lives.”
